HANDICAP INTERNATIONAL France is an International Organisation which aid and support Person with Disability and Vulnerable Groups within 60 countries all over the world.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organisation is committed to:
- Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
- Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;
- Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
MISSION CONTEXT
The ongoing conflict between the Pakistani army and the Taliban in the North West Frontier Province (NWFP) of Pakistan has increased in intensity since the beginning of May 2009, following the major army’s offensive in Swat valley. To date, not less than 3.3 million persons from the districts of Swat, Buner and Dir (Lower/Upper) have been displaced to the districts of Mardan, Nawshera, Peshawar, Charsada and Swabi in a matter of a few weeks.
In such a context, the response provided by the local and international community is designed to be global, therefore not taking in account the particular needs of the most vulnerable population (persons with disabilities/injuries/chronic diseases, older persons, etc). As a result, persons with special needs are most of the time forgotten because they are factually “invisible” to the relief actors.
To ensure an appropriate response is provided to the most vulnerable persons, HI is initiating a response to support the displaced vulnerable communities, focusing primarily on the needs outside IDPs camps, namely host communities including spontaneous resettlement areas.
HI already has an ongoing development program in Pakistan, which has set up an ERU (Emergency Response Unit) since the beginning of the crisis, and has requested the support of ERD to complete the assessment, design the response and implement the activities.
PROJECT OBJECTIVES
The HI response includes 3 main components:
- Direct response to the basic and specific needs of the vulnerable persons (namely persons with disabilities, persons with injuries/chronic diseases, older persons), through mobile units (flexible structures able to identify and follow the targeted beneficiaries both in displacement and eventual return areas).
- Provision of essential basic items / NFI mitigating their vulnerability
- Provision of specific items with regard to specific needs, including protection items
- Establishment of psychosocial support, specifically targeting the vulnerable persons
- Provision of safe and accessible water and sanitation (WASH) facilities for vulnerable persons with restricted mobility, through modification of the existing facilities and building of new facilities
- Emergency Mine Risk Education (EMRE), in order to mitigate the possible risk of accidents for this very exposed IDP population at the time of their return.

MAIN RESPONSABILITIES
Under the direct supervision of the HQ Pakistan Program Desks, the successful applicant will play a crucial role in implementing policies and procedures for security support to HI’s programs in Pakistan. He/she is the security focal point and manages all aspects of security for HI. This will include the ongoing monitoring and assessment of security conditions in the country as well as ensuring that all staff understand and follow agreed procedures.
His/her key responsibilities will include:
- Serve as security and Safety focal point;
- Ensure that HI’s security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities;
- Ensure that HI’s security procedures and policies, contingency plans and all other security and safety related management tools are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities upon their use;
- Ensure all new staff are accurately briefed on security procedures;
- Provide all staff with regular security briefings and updates and ensure that all staff follow security procedures;
- Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region;
- Conduct regular security and risk assessments for all operational areas;
- Write regular security management reports with situational analysis and recommendations;
- Ensure that field communications needs are met and that staff are trained in the use of communications equipment as necessary;
- Carry out needs assessment missions, feasibility studies and situation analyses in your field of expertise, at the request of the Program Directors (DAD,ERU) and your supervisory body in the HQ;
- Provide strategic, methodological and technical advices on the different stages linked to the integration of the security component within existing and new project cycles and strategies by maintaining a permanent dialogue with the programs Directors and Projects Managers. Accompany monitoring and, if necessary, assist with the writing of documents linked to the project security components.
- Be the programme’s key security contact person for internal and external contacts and partners.

PROFILE REQUIRED
- At least 2-3 years oversee working experience in insecure environments ideally in Pakistan, Afghanistan, Irak, etc. ;
- Extensive experience in security management and procedures;
- Strong communication and training skills, capacity to motivate and mobilize international and national teams;
- Ability to work well under unstable security environments, and administrative and programmatic pressures. Must demonstrate flexibility to adapt to changing requirements;
- Willing to endure basic living and a restrictive social environment ;
- Strong organizational and supervisory skills, flexibility and ability to handle multiple tasks at one time;
- Being a strong team player and adept at creating a strong team spirit;
- Ability to work with culturally diverse groups of people;
- Good written and oral level in English;
- Knowledge of development (desirable)
