(CLOSED) Case Management Business Analyst (CMBA)

Position Summary:

MSI seeks the services of a qualified Case Management Business Analyst (CMBA) for the USAID sponsored Community Empowerment and Transformation (COMET) project in Jamaica. The incumbent will work in conjunction with the Jamaican Child Development Agency (CDA), an executive agency with responsibility for promoting children’s rights in Jamaica. The CDA is responsible for the execution and monitoring of deliverables under the Child Care and Protection Act of 2004 and monitors the adoption of international child care conventions and treaties locally. The Agency aims at developing and promoting its position on children’s issues at the local, regional and international levels. The Child Development Agency’s Intake Services handles over 15,000 cases annually. The incumbent will support the Child Development Agency to implement an effective Case Management System that will allow it to maintain a comprehensive dossier (incorporating data from all relevant services) on each of its wards and to track each child from intake to discharge.

Responsibilities:

Reviewing and assessing the information management systems currently being used at the CDA for case management; recommending a robust, cost effective Case Management System that is efficient and secure and that provides for confidentiality, interfaces efficiently with the CDA’s partner/stakeholder agencies, and is easy and inexpensive to install and operate; developing an implementation plan of action to acquire and install the necessary hardware and software; train relevant personnel; make the necessary changes in the Job Descriptions of the relevant personnel; prepare User and Training Manuals for the Case Management System. Application software to be acquired must be in HTML format/Internet Technologies in a secured environment that provides ease of use and distribution/accessibility island-wide, while minimizing 3rd-party software dependencies and interfaces. The CMBA should enable authorized stakeholders and collaborating agencies to access only pertinent information necessary to guide and make informed decisions to the benefit of each child. The Case Management System should be rigorous enough to generate reliable statistics.

Qualifications:

- Knowledge of Case Management Systems for child support agencies.
- Over 5 years experience specialising in the development, management and implementation of intranet solutions for corporate, retail or government agencies.
- Expertise in User Interface Design and Specifications with excellent knowledge of interface design processes, standards, and best practices for web distributed applications.
- Experience leading teams of technical and non-technical personnel in adopting new processes.
- Excellent communication skills (both written and verbal) and experience preparing and delivering training sessions.
- Must be a team player and possess excellent analytical, problem-solving, multi-tasking and organizational skills.
- Must pay attention to detail and be able to observe the protocol associated with working in an environment that contains highly sensitise and confidential data on children and their families.

Period of Performance:

The timeframe for completion of these tasks is December 2009 to April 2010.
