Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations (Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland)

JOB CONTEXT:
Hi is working in Sri Lanka since 2005, and is based in 3 locations: Colombo, Batticaloa (East) and Vavunya (North).
The Inclusion Coordinator will support 2 main projects:
- The ‘Socio-economic empowerment of Conflict-affected communities in the Northern and Eastern Provinces of Sri Lanka’ project. Three International NGOs (including HI) and one national NGO are implementing the project in consortium, funded by European Commission (from 2009 to 2012).
The objective of this project is to support recovery of conflict affected populations by improving living conditions, access to sustainable livelihoods and the peaceful cohabitation of long term IDPs, host communities, resettled populations and returnees in the Northern and Eastern Provinces of Sri Lanka.
- The ‘Active participation of the disability movement for the inclusion of People with Disabilities in post tsunami and post conflict context in South & Eastern Sri Lanka’ project. This Project is funded by Swiss Solidarity (2008-2011).
The key thematic of the project are related with strengthening of DPO movement, livelihood and physical accessibility and to promote an inclusive, barrier-free and rights based society for Person with Disabilities (PWDs) in Sri Lanka.
JOB DESCRIPTION:
You’ll work under the line management of the Head of the Technical Unit, based in Colombo.
You will provide technical advice and support in the definition, development and implementation of strategies and activities related to “Disability and Development” in the two inclusion projects. You should spend 80% of your time for the EC consortium project and 20% of your time for the Swiss Solidarity project.
The inclusion projects primarily focus on Disabled People Organization (DPO) movement, Inclusive community based structures, Inclusive livelihood and accessible physical environment.
You will closely work with Project Managers, Regional Coordinators (East and North), project level technical staff as well as other partner project staff.
Your key responsibilities includes
- To provide quality assurance of the Inclusion projects in Sri Lanka throughout the project cycle
- To provide technical assistance and support to teams/partner/s organization involved in the project directly.
- To facilitate development of new initiatives on inclusion and mainstreaming as envisaged in the project / programme.
- To support implementation, coordination and monitoring of the inclusion and mainstreaming component of the project with partner/s organizations.
- To provide technical supervision support to other team member/s as per requirement.
- To support the project team in ensuring gender equity, inclusive and rights based approach within the project.
CANDIDATE PROFILE:
- Degree in disability studies, international development, Physiotherapy, Occupational Therapy, Social Work; or relevant field
- 5 years field experience for an international organisation in disability or development field
- 2 years experience in technical advisory role in development or humanitarian field
- Experience in project development/implementation in the field of disability and/or in mainstreaming approach.
- Previous experience in the field of livelihood and social inclusion / mainstreaming disability / International Disability and Development ans/or with Disabled People’s / Community Based Organisations is a plus
REQUIRED LANGUAGE SKILLS: Written and spoken English mandatory
JOB ENVIRONMENT:
The post will be based in Batticaloa, the district capital, on the Eastern Sri Lankan coast.
Eastern Sri Lanka is under security focus and for some areas documents of the security forces are needed. One can travel freely throughout town during the day and evening. Shops and commodities are available and Batticaloa is close to the beach. The climate is pleasant warm.
This post will require regular travel within the country and particularly from North to East part of the country.
Due to security, it is a single position.
EMPLOYMENT CONDITIONS:
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance
Salary : 2000 to 2300 Euros (gross salary) per month + 457 Euros expatriation allowance + 100% medical cover + repatriation insurance + family policy
