Malaria Consortium
Malaria Consortium (MC) is a British registered charity (www.malariaconsortium.org) specialising in communicable disease control programmes. In Southern Sudan MC provides support to the Ministry of Health (MoH) of the Government of South Sudan (GoSS). This includes high level technical support for the development of policies, guidelines, and strategies. It also includes capacity building work to strengthen quality of care of government staff in health facilities. In the past year we have also begun implementation of community based programmes focussing on controlling key childhood illnesses. Our current programmes are focussed on control of Malaria, Neglected Tropical Diseases (NTDs), pneumonia and diarrhoea. All our programmes have elements of health systems strengthening (HSS) which is supported by a programme specifically addressing health systems strengthening. We also intend to start programmes in TB control, diarrhoeal diseases, and respiratory tract infections.

KALA AZAR

Background

Malaria Consortium (MC) is a British registered charity (www.malariaconsortium.org) specialising in communicable disease control programmes. In Southern Sudan MC provides support to the Ministry of Health (MoH) of the Government of South Sudan (GoSS). This includes high level technical support for the development of policies, guidelines, and strategies. It also includes capacity building work to strengthen quality of care of government staff in health facilities. This position reports to the Area Coordinator and will be based in Malakal, Southern Sudan.

The successful candidate would be responsible for the following duties:

Key Areas of Responsibility:

Training and Support Supervision

- Working together with the State MoH and WHO to identify knowledge gaps which exist amongst clinical staff dealing with Kala Azar
- Provide regular training and support supervision to clinical staff at Malakal Teaching Hospital and local health facilities on the diagnosis and case management of Kala Azar
- Work closely with SMoH to develop and disseminate training guides and manuals
- Work closely with the SMoH/Hospital administrator to provide health system strengthening to improve:
essential drug supplies for case management of Kala Azar
monitoring of the disease outbreak and
Improve record keeping

Outreach

- Supervise Malaria Consortium’s behaviour change communication strategy in response to the outbreak, to increase Kala Azar awareness and uptake of KA services within the target population
- Support strengthening of diagnostic capacity at peripheral Health Facilities to ensure early case detection
- Establish and strengthen referral systems to facilitate prompt access to Kala Azar treatment centres

Representation and Coordination

- To represent MC at programmatic, coordination, and donor meetings when required
- Develop and maintain working relationships with government, national and international NGOs
- Work together with State MoH, County Health Departments, WHO and other NGOS to ensure a smooth reporting mechanism between county, state and central levels.

Other Duties

- Work with the Country Director and Technical staff to develop new funding proposals for future programmes
- Adhering to and implementing Malaria Consortium’s security policy
- Any other duties as required by your supervisor

Person Specification

Essential

1. Medical Doctor, Clinical Officer or RN.
2. Minimum two years of clinical experience with one year experience working on infectious disease control/ tropical disease control including Kala Azar/Visceral Leishmaniasis. Experience in a developing country an advantage.
3. Experience in training and supervision in the periphery and at health facility level, as well as working with multiple partners.
4. Initiative and team working skills.
5. Good interpersonal skills and a team player interested in building capacity.
6. Able to work in a stressful post-conflict situation.
7. Excellent written and spoken English.
8. Strong computer skills particularly Microsoft Office.

Desirable:

1. MPH or specialisation in International Health or Tropical Diseases
2. Experience working in Southern Sudan or another humanitarian context
3. Knowledge of Arabic, Nuer or Shiluk.

Package: A competitive salary and benefits package will be offered to the successful candidate including Rest and Recuperation every 8 weeks, provision of housing, and a hardship allowance in country.

Security situation in country:

Please note that Southern Sudan is a post-conflict setting with recurring localized insecurity. . This does not generally target ex-patriot or NGO staff but does have potential to disrupt programming and occasionally leads to the need to relocate staff. While Malaria Consortium takes all reasonable measures to ensure the safety of its staff, interested candidates must be aware and willing to work in such a context. Given the context, all Malaria Consortium positions in Southern Sudan are unaccompanied postings.
