The Bureau for Institutional Reform and Democracy (BiRD) is looking for one Postgraduate Governance Degree Advisor for a short-term mission within the Promotion of the Rule of Law and Civic Education in Malawi project.
PROMOTION OF THE RULE OF LAW AND CIVIC EDUCATION IN MALAWI PROJECT/RULE OF LAW-COMPONENT
Mission: Research Planning and Management Support for the Faculty of Law and Development of the LL.M (Governance) Degree
Starting period: April 2010.
Project duration: 75 calendar days (equal to 2.5 calendar months or 55 working days; the mission might be split into two periods and will include work from the home base of the consultants.)
Location: Lilongwe and Zomba (some travel to Blantyre and Lilongwe in the course of the mission may be necessary.)
Specific objectives:
To facilitate the determination of specific areas of governance in which there is need for postgraduate training in Malawi; to facilitate the process of developing a proposal for the introduction of the LL.M (Governance) degree by members of the Faculty of Law in consultation with stakeholders; to write up the LL.M (Governance) degree proposal for submission to the University of Malawi by the Faculty of Law; to provide advice and support to the staff of the Faculty in the development of course materials for the programme; to assist in the delivery of the courses in the inception phase of the programme; to provide advice and support on the capacity requirements for sustaining the programme.
Profile required
Postgraduate Governance Degree Advisor- This will be an experienced international expert in developing and implementing postgraduate curriculum changes, with considerable developing country experience, preferably in Sub-Saharan Africa. The expert will be responsible for overall planning and coordination of the mission as well as the overall drafting, analysis, conclusions and recommendations in the various written outputs.
S/he must be a citizen from one of the EU member States or from any of the ACP countries and should have the following skills:
- Fluent in English;
- Strong analytical and interview skills;
- Active listening skills and excellent reporting skills;
- Ability to understand, assess and evaluate complex multi-dimensional institutional capacities and constraints within the developing context;
- Proven understanding of the working environment of legal education in Southern Africa.
In addition, the required specific profile of the Expert is outlined below:
Qualifications and skills:
- Advanced university degree in law, governance, human rights or in a related field.
General professional experience:
- Minimum of 10 years of relevant professional experience;
- Proven experience in developing and implementing postgraduate curriculum changes in the context of African universities.
Specific professional experience:
- Knowledge of Governance training in Sub Saharan Africa is essential;
- Proven experience in the area of curriculum development in the developing country context;
- Strong experience in the facilitation of stakeholder consultation processes;
- Proven understanding of the dynamic inter-relationships between academic teaching and research and Governance and Justice Sector Reform;
- Knowledge of the application possibilities of Information Communication Technology in the delivery of the LL.M (Governance) degree will be an added advantage;
- Strong analytical competence in combination with excellent report writing skills;
