The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International, and Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID).
The goal of GHFP is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health.
BACKGROUND:
The Community-based Family Planning Technical Advisor will be located in the Service Delivery Improvement Division (SDI) of the Office of Population and Reproductive Health (PRH) in USAID’s Bureau for Global Health (GH). This Bureau serves as the Agency’s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV/AIDS, infectious diseases, child and maternal health and nutrition, family planning and reproductive health, and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries.
The Office of Population and Reproductive Health advances and supports voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors. PRH undertakes activities and manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behavior, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. The Office provides strategic direction, global technical leadership and support to field programs; ensures responsiveness to Congressional and Administration priorities, directives and restrictions; and provides information on USAID’s family planning and reproductive health programs.
The Service Delivery Improvement Division develops and applies innovative strategies that improve the performance of individuals, organizations and systems for the sustainable delivery of quality family planning and reproductive health services. The Division has three teams, the Global Leadership Priorities Team, the Service Delivery Team and the Private Sector Team. This position will work with the Private Sector Team, which manages a multiple award indefinite quantity contract, two Task Orders under a contract, two Leader with Associate Agreements and a Global Development Alliance Collaboration Agreement. The Flexible Fund, a community-based (CB) family planning (FP) initiative, is also housed within the Private Sector Team
The Flexible Fund is a PRH program that seeks to expand the use of family planning among underserved populations by supporting CB FP programs implemented by NGOs and PVOs and advancing the pool of knowledge on CB FP. The Grants Solicitation and Management (GSM) Project, one of the Leader with Associate Agreements managed within the Private Sector Team, conducts solicitations on behalf of USAID and executes and manages individual sub-awards to grantees that improve the health of communities. The Flexible Fund utilizes the GSM to channel funds to PVO and NGO grantees in support of CB FP projects.
INTRODUCTION:
The Community-based Family Planning Technical Advisor (Technical Advisor) will be responsible primarily for providing technical assistance for the Grants Solicitation and Management Project; and, in collaboration with the Agreement Officer’s Technical Representative (AOTR) for the project, will substantively contribute to the oversight and management of this program. In addition, the Technical Advisor will assist in the management of the Flexible Fund Program and contribute to achieving the goals of the community-based family planning Global Leadership Priority. The Technical Advisor will also provide technical assistance to Missions on issues related to community-based family planning as well as to provide technical support for one or more USAID country health programs.
The Technical Advisor will report to the Manager of the Flexible Fund (who is also the AOTR for the GSM project). For project-specific technical support, the Technical Advisor will work under the AOTR for the GSM project and the “Champion” for community-based Family Planning.
ROLES AND RESPONSIBILITIES:
The Technical Advisor will: a) work closely with the AOTR to provide management and oversight support to the Grants Solicitation and Management Project; b) provide support and technical guidance to the Flexible Fund Program; c) provide assistance to further the objectives of the community-based family planning Technical Priority; and d) provide ongoing support to Missions and assistance at least one country-level health programs.
A. Serve as a Technical Advisor on the Grants Solicitation and Management Project and a member of the Project Management Team (30%)
- Working closely with the project AOTR and the GSM project staff, develop core requests for budgets, present results reviews.
- Provide ongoing management and financial oversight of the GSM project.
- Coordinate with missions on management and oversight of individual sub-awards.
- Ensure project adherence to USAID procedures, regulations, and requirements.
- Working closely with other staff and the AOTR, prepare grant solicitation documents and participate in the selection process of individual sub-awards.
- Review sub-award documents and make recommendations for execution.
- Keep abreast of individual sub-awards and their status.
B. Serve as a Technical Advisor to the Flexible Fund (30%)
- Assist in the management and coordination of the Flexible Fund.
- Liaise with other Service Delivery Improvement Division partners.
- Provide technical assistance to strengthen the technical capacity of partners to implement effective programs.
- Participate in workplan reviews, mid-term evaluations, and final reports of individual programs.
- Monitor the submission of data from grantees.
- Travel as necessary to assess and/or monitor progress of private sector programs.
C. Provide support and technical guidance to the community-based family planning Technical Priority (25%)
- As requested, provide technical guidance, management, and oversight to CB FP Technical Priority activities.
- Provide information, guidance and technical support to field missions to expand and strengthen CB FP.
- Keep abreast of major developments in FP and CB FP, USAID programs, and related activities of other donors.
- Travel as necessary to assess and/or monitor progress of CB FP programs.
D. Provide ongoing technical support for one or more USAID country health programs (15%)
- Participate as a member of a country team.
- Conduct site visits to selected countries.
- Assist field missions and/or private sector programs in the design, implementation, management and/or evaluation of family planning programs.
The Technical Advisor should expect to travel internationally 2-4 times a year for approximately 3 weeks at a time.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree in public health, business or social sciences, or equivalent International health experience
- 0-7 years’ experience in implementing community-based family planning programming and international public health. Developing country work experience desired
- Technical expertise in public health and the NGO community, with a focus on family planning or other health
- Experience managing USAID funded programs desired
- Demonstrated understanding of public health and family planning issues in developing countries
- Excellent management and interpersonal skills and ability to work as a member of a team
- Foreign language fluency desirable
- Strong oral and written communication skills, including presentation experience
- Excellent writing skills; good computer skills including PowerPoint, Excel, Word and other software relevant to presentations
- US Citizenship or US Permanent Residency required
