The Democratic Republic of Congo programme is one of Oxfam GB's largest in the Horn, East and Central Africa Region. Spread over eight offices, Oxfam GB's programme focuses on public health and education, with humanitarian protection and food security programs. We work operationally and through partners, and the logistics demands are large and complex.
We are looking for a dynamic manager and strategic thinker with significant logistics experience who will be able to provide leadership and support to our large and demanding Logistics and procurement operations. The post is based in our Goma office, the coordination office for Oxfam GB work in DRC and the hub for Oxfam GB logistics activities countrywide.
The Role
As Logistics Coordinator you will be responsible for ensuring quality in logistics support across the DRC programme. You will have a proven capacity and experience to lead, co-ordinate and manage high quality logistics operations in complex situations. Your role will involve maintaining an overview of the logistics needs of the DRC programme; working with programme managers / coordinators to identify logistics needs and developing and implementing strategies to meet them; ensuring the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work. You will ensure that Oxfam GB DRC logistics systems conform with our global logistics requirements and donor standards. You will innovate where necessary, contributing to the improvement of Oxfam GB DRC's logistics structure, systems and procedures. You will support programme managers on security issues, including the safety, security and evacuation of staff. You will also be responsible for management and security of assets. You will establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters. You will have a line management responsibility for the Goma logistics team and will provide support to field teams through assessment, training, coaching and accompaniment. You will also be part of the DRC Country Management Team, responsible for joint major strategy and management decisions for the DRC programme.
What we're looking for
Our ideal candidate should have a Graduate degree or a professional qualification in a relevant field and extensive experience in a senior management position in logistics and procurement. Experience of management/supervisory responsibilities, including support to development of others is essential. Previous experience with non-governmental organisations would be an advantage. You will have a well developed interpersonal and team skills and proven ability to be flexible in demanding situations. Good written and spoken English and good working knowledge of French is essential. Basic working knowledge of Swahili and/or Lingala will be an advantage. You should have commitment to humanitarian principles and action as well as demonstrated understanding of integrating gender and diversity issues into logistics programmes. You should be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, and other interagency regulatory codes (e.g. InterAction Field Co-operation Protocol). You must also be computer literate with fluency in Word processing and spreadsheets.
