Having emerged from 10 years of conflict, the next step in the Democratic Republic of Congo’s (DRC’s) remarkable recovery is to strengthen government capacity to rebuild the country in all sectors. From basic services in education, water and health, to infrastructure and reform of the security sector, it’s a huge undertaking that spans a country the size of a small continent. We’re tackling the challenge head on and already we’re making a positive difference. As we combine our efforts into a ‘one programme’ approach, we are seeking a dynamic Protection Manager who can drive the strategic implementation of our protection activities across DRC in line with Oxfam GB's country programme strategy and rapidly analyse and adapt to the rapidly changing political, social and economic environment.
The Role
Reporting to the Humanitarian Programme Coordinator; the post holder will play a key role in supporting programme-wide advocacy and protection mainstreaming, as well as managing the stand-alone protection programme, currently with an annual budget of around $1 million. The role plays a vital role in ensuring that Oxfam’s wider programmes as well as the protection activities input directly are supported by Oxfam GB’s advocacy work in DRC and globally. The post holder will ensure that Oxfam’s work addresses the gender dimensions of protection, including sexual violence against women and girls. The post holder will maintain communication with the Global Protection Adviser and actively participate in protection of peer groups.
The Person
The successful candidate will have substantial experience of managing complex protection programmes spread across several different project locations and ability to engage in innovative and strategic thinking. You will have proven experience in security and risk management coupled with experience of working in an environment in which security and political situation is volatile, and a clear understanding of Congolese and international laws and standards. You will also have strong representational skills and able to support the work of the Protection Cluster at various levels. You will possess a proven record of effective management of multiple donor contracts, strong partnership management skills and sound knowledge of community driven programme design, implementation, monitoring and evaluation. You will have well-developed inter-personal skills combined with the ability and desire to further develop local staff members and partners. Good written and spoken English and French are essential. You will be a culturally sensitive team play with excellent initiative, context analysis and communication skills. Fluency in both written and spoken French and English are essential.
