The ongoing mass population displacement and violence against civilians in the east of the Democratic Republic of Congo (DRC) has been called 'the forgotten crisis'. Alongside its own response to humanitarian needs, Oxfam is active in ensuring that the world is not allowed to forget - working with Congolese partners to make the voices of the people directly affected heard by decision makers at the highest levels. DRC is currently Oxfam's top priority in its global campaign to promote people's rights to protection and assistance at times of crisis. We are also looking to the post-conflict future, with an upcoming initiative to feed our programme learning into the government's policy development on improving access to essential services such as water, sanitation and education. To achieve this, we are looking for an exceptional individual to lead and coordinate our policy and advocacy work.
The Role
Working closely with Oxfam GB's programme teams and the Oxfam International Rights in Crisis country group, you'll lead the in-country advocacy and communication team to develop and roll out the next phase of Oxfam's entire advocacy strategy for DRC. You'll make sure this strategy calls on, and is closely aligned with, Oxfam International's wide-ranging relief and development activities across the country. This will involve constantly analysing the changing political and humanitarian situation, then adjusting our analysis, messaging and action plan to reflect the latest developments. It will imply steering an innovative initiative on developing rural water and sanitation policy, and working with the Education team to draw findings from our programmes then put together into an overarching advocacy strategy on access to essential services. As the policy lead for DRC, you will draw on and coordinate Oxfam's significant global campaign, media and lobby resources to respond to the humanitarian crisis, and ensure that this work is aligned with wider Rights in Crisis learning and priorities.
Who we're looking for
To be successful in this role, you'll need an in-depth knowledge of advocacy and policy change work in a similar conflict environment. Have broad experience of humanitarian response and development programming, outstanding information gathering and posses good analytical skills. In addition, you have to be a strategic thinker, and possess strong negotiation skills. You'll need to be a transparent and effective manager and team leader. Fluency in both English and French is required together with willingness for extensive travel - mostly within DRC.
