Juba with regular travel to GOAL's areas of operation in South Sudan
Overall Description of the Role:
The Assistant Country Director – Programmes is a member of the GOAL South Sudan senior management team with overall responsibility for the development of GOAL's programmes currently operational in three underserved locations in South Sudan. The role focuses on programme planning, proposal writing, reporting, and programme monitoring, evaluation and capacity building, as well as coordination with other sectors within the GOAL South Sudan programme, Ministries of Health, UN and health NGOs.
General Description of the Programme:
Throughout the 1990s, GOAL implemented a series of emergency response interventions in South Sudan from a Nairobi base, alongside significant programming in the north of Sudan. In 1998, following the Kerabino famine, GOAL intervened in Twic County, Warrap State with a health and nutrition programme. In 2000, GOAL broadened its area of geographical coverage to include the heavily marginalised area of Kurmuk County, Southern Blue Nile. In July 2006, GOAL South Sudan took over the management of the PHC programming in the Sobat Corridor, Upper Nile, previously managed from the GOAL Khartoum office. GOAL currently supports 31 health facilities across these locations (11 in Twic County, 14 in Kurmuk County and 6 in Sobat). GOAL also implements a broad, preventative health programme based out of health facilities and in the community. In addition, GOAL supports nutrition programmes in order to address long standing poor nutritional status. South Sudan is prone to disease outbreaks, and GOAL aims to contribute to outbreak responses occurring within its areas of operation. Under the management of the WASH Coordinator, the programme includes a large water and sanitation component. GOAL’s ultimate aim is to build the capacity of national staff, minimising expatriate input where possible and promoting self-reliance in the communities in which it works. GOAL’s donors in South Sudan currently include: Irish Aid, USAID, OFDA, DFID, Dutch Government, ECHO, WFP, UNFPA and UNICEF.
Key Responsibilities & Duties:
Programmes
- Develop a clear vision, objectives, strategic direction, and plan of activities for GOAL’s programme staff and programme participants based on the principles and policies of GOAL, the MoH and key donors.
- Prepare donor proposal logframes, narratives and budgets based on the above;
- Oversee donor and internal reporting
- Support the development of appropriate M&E and programme management tools and systems.
- Develop internal mechanisms for institutional learning and memory
- Improve the quality of services provided, through support supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines;
- Improve the quality of services provided, an in particular, work toward increasing the number of Sudanese staff in senior positions within the programme, through the planning and management of a comprehensive capacity building strategy;
- Oversee emergency preparedness and emergency response interventions;
- Regularly review and manage implementation of the GOAL South Sudan HIV/AIDS Workplace Policy;
- Promote integration of the PHC, Water & Sanitation and PHC construction components of the South Sudan programme;
- Develop, renew and monitor Memorandums of Understanding with Ministries of Health at Juba, State and local levels and, as required, with other NGOs;
- Identify and develop GOAL exit strategies (MoH health facility handovers; building partnerships with Sudanese NGOs);
- Coordinate with Ministry of Health representatives at Juba, State and local levels and facilitate participation of MoH in programme planning, implementation and M&E;
- Coordinate with health sector UN agencies and NGOs at Juba, State and local levels;
- Represent GOAL South Sudan in meetings with donors, as required;
- Manage PHC and Nutrition Coordinators.
- Travel frequently to all areas of operation to monitor PHC programme implementation and ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation.
Logistics
- Ensure logistics protocols are followed by all team members
- Work with ACD Operations and the Logistics Coordinator to ensure appropriate logistics involvement at all stage of the programme cycle.
Personnel
- Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of programme objectives.
Finance
- Ensure finance protocols are followed by team members.
- Work with ACD Operations and the Financial Controller to ensure continuous oversight and involvement at all stage of the programme cycle.
Reporting To: Country Director
Requirements For The Position:
- At least three years overseas experience at a senior management level and experience of working in a health programme;
- Post Graduate degree in health/public health or related discipline;
- Experience in dealing with institutional donors such as OFDA, DCI and DFID and ECHO
- Strong demonstrable previous experience in staff management, project planning, implementation, monitoring and evaluation - this will include use of planning tools such as logical framework analysis (LFA);
- Awareness regarding staff safety and security requirements;
- Excellent interpersonal, motivational and management skills;
- Excellent analytical and writing skills;
- Strong experience liaising with governmental / local authorities and other NGOs.
