Having emerged from 10 years of conflict, the next step in the Democratic Republic of Congo's (DRC's) remarkable recovery is to strengthen government capacity to rebuild the country in all sectors, from basic services in education, water and health, to infrastructure and reform of the security sector, across a country the size of a small continent. We are looking for a professional Country Finance and Systems Manager to support the programme.
The Role
Reporting to the Country Director, you will lead and manage financial management and information technology in DRC to ensure our programme is able to scale up and respond to major humanitarian emergencies whilst maintaining effective support to our current programme. The post holder is responsible for the implementation of country, regional and corporate management strategies whilst influencing both the country management team as well as the regional team to adopt options and strategies to drive change. As a member of the Country Management Team (CMT) you will help shape Oxfam's future in the DRC.
Your initial focus will be on developing effective budget management and reporting capabilities across the programme, implement sound financial management practices, and focus on building financial capacity of staff and partners. You will manage part of this work remotely. This is a key role in the programme that often involves assisting in areas other than finance and IT.
The Person
We are seeking a strategic thinker who is committed to success. You will have significant experience preferably with some experience in a large and/or complex organization. You will have expertise in the application of strategic financial management and in maximizing resource utilization and experience in donor reporting. You will have exceptional leadership qualities and people management skills in a conflict prone environment. You will have the interest and ability to develop and mentor staff and teams. In addition, your ability to distance-manage and lead cross-functional and multi-cultural teams is essential for this role. You will have effective verbal and written communication skills including high-level interpersonal and representational capabilities. You will be travelling within DRC to field locations.
Fluency in written and spoken English and a working knowledge of French is essential.
