Job Background
GOAL is an emergency and development NGO established in 1977, currently operational in 10 countries world-wide. GOAL is currently mid-cycle on a 5 year strategic plan covering the period 2007-11, in the previous strategic planning period GOAL began the move from a project approach to a programmatic approach; this has raised the challenge of addressing the key issue of impact measurement. GOAL currently has several multi-annual grants funded by Irish Aid, USAID, DFID and the EU where impact assessment is increasingly required.
In order to meet these challenges and in recognition of the fact that we are now in an operating environment where aid-effectiveness is increasingly highlighted in 2007/8 GOAL with support from INTRAC developed a standardized approach to monitoring and evaluation. Across all country programmes this standardized approach to monitoring and evaluation is being rolled out. GOAL now wish to strengthen our monitoring and evaluation component and with the appointment of a monitoring and evaluation coordinator wish to support the development of quality programmes that can demonstrate evidence of impact in all our country programmes.
Direct Reports: Country specific monitoring and evaluation teams, survey and assessment advisor.
Lateral relationships: liaison and co-operation with designated CDs and overseas personnel and with members of the Head Office Operations team, GOAL's technical team. .
Key Accountability:
Measure of performance
Facilitate, support and monitor roll out and development of monitoring and evaluation framework. Each GOAL country programme implementing an agreed monitoring and evaluation plan
Ensure accountability with key agency stakeholders.
Donor and internal evaluation
Monitoring and evaluation database established in GOAL Dublin Database operational and informing improved accountability and performance
General Objectives of the Position:
To support the development of GOAL's overseas programmes; specifically:
1. Facilitate, improve and monitor the roll out and development of GOAL's monitoring and evaluation framework.
2. Ensure that accountability for all key stakeholders (donors, public, beneficiaries and partners) is assessed and considered in programme design, monitoring and evaluation.
3. Develop a monitoring and evaluation database in GOAL Dublin that will inform planning including capturing best practice and sharing lessons learned.
4. Provision of support to GOAL staff on training and development, in order to improve capacity across programmes and within the organisation.
Key Responsibilities:
Provision of Technical Support to Country Programmes
1. Work in close collaboration with the GOAL Nutrition and Health Advisors as well as other members of the technical team, to provide support and advice to GOAL monitoring and evaluation staff.
2. In coordination with other members of the technical team, provide the necessary support to help develop GOAL's integrated programme approach.
3. Ensure that each country programme develops a monitoring and evaluation annual plan that shows how it contributes to country programme objectives and Global objectives for GOAL
4. Ensure that each country programme has the relevant resources to implement and analyse information obtained using key programme research tools: such as focus groups, MICS, KAPB surveys and any additional assessment tools required.
5. Ensure that GOAL has a standardised approach to using external advisors.
6. Keep up to date with developments in survey/assessment techniques and disseminate relevant updates to in-country staff and members of the technical team.
7. Conduct timely field visits to train, review and report on efficacy and progress of monitoring and evaluation teams.
8. In coordination with the technical team and Operations department; maintain an overview of global country programming and advise on appropriate interventions which will facilitate more effective and integrated programming.
Development and Implementation of Standardised Planning, Monitoring and Evaluation Frameworks:
1. Develop a common reporting framework and database for each assessment type across all country programmes, in order to develop standardised planning and M&E tools.
2. Keep the technical team and in-country members up to date with developments of GOAL tools.
3. Develop links within all sectors of a country program in order to develop GOAL's integrated program approach.
4. Liaise with other members of the technical team on a periodic basis to review planning and M&E systems within the organisation and work toward greater integration of such systems.
5. Identify achievements and lessons learnt from country programs and disseminate through the best practice website, for use in future programming.
6. Ensure that gender and HIV is mainstreamed within all planning and M&E frameworks.
7. In situations where GOAL is implementing activities through partners, provide support to the in-country team to develop technical planning and M&E frameworks of such partners and participate in review of implementing partners if relevant.
8. Assist in organisation-wide reporting to stakeholders
Organisational and Policy Development;
1. Represent GOAL in external sectoral networks – facilitate the exchange of technical information and identify opportunities for cooperative work and joint ventures with other agencies.
2. Participate in relevant (internal and external) discussion groups as required in order to assess future policy development.
3. Work with in-country focal points to ensure the effective roll out of organisational policies and work with other members of the technical team in particular nutrition, wat-san, health, livelihoods and HIV to develop integrated programmatic strategies were possible.
4. Support the development of best practice within GOAL monitoring and evaluation.
Training and Development:
1. Develop the capacity of the operations team in order to provide the relevant support in order to more effectively manage and support country programmes.
2. Stay abreast of current best practice and ensure this informs GOAL's own organisational development and programming.
3. Where necessary work with other members of the technical team to develop GOAL best practise documents and assist roll out to the fields in particular via the best practise website.
4. Identify relevant courses both in-country and elsewhere and recommend appropriate staff to attend
5. Where appropriate and in coordination with the Country Director prioritise the development of the capacity of all staff in-country (with specific emphasis on national staff) to fully understand the role of effective planning, monitoring and evaluation of GOAL's integrated programs.
Requirements:
1. A primary degree in Development or related field with Masters level degree indicating experience in operational research, action research or associated field.
2. Minimum 3 (three) years practical field experience in emergency and development humanitarian programs, with a particular focus on planning, monitoring and evaluation.
3. Knowledge and experience in qualitative and quantitative evaluation methodologies
4. Knowledge and experience of participatory approaches to rural development
5. Experience in report writing and proposal generation and familiarity with key donor monitoring and evaluation guidelines.
6. Experience and skills in staff training and management.
7. Appreciation of the aims and objectives of GOAL.
8. Adept in use of Word, Excel, PowerPoint, SMART and/or Epi Info, STATA, SPSS
9. Fluent in spoken and written English with strong analytical skills
