Logistic Coordinator

Islamabad - trips to Swabi & Buner districts

In May 2009, the Government of Pakistan launched a military operation against Taliban forces in Buner, Low Dir, and Swat Valley (districts located in the NWFP). The majority of the local population started moving to Mardan and Swabi in order to avoid the conflict. By May 28, 2009, the number of IDPs had swelled to just over 3 million creating further pressure on the government, as well as the international community, to respond to the needs to the migrating population who had left their homes without money or other support.

In response to the evolving situation, MdM conducted a rapid assessment in mid May 2009 in order to understand the needs of this latest group of IDPs. As IDP numbers increased, it was determined that the majority of IDPs were not in fact accommodated within IDP camps. Instead, IDPs prefer to stay with host families, which are placing excessive strains on existing family support and coping mechanisms.

Therefore, MdM has decided to set up four mobile clinics in Swabi & Buner districts to respond to the needs of IDPs out of the camps, host families, returnees and “the ones who stayed behind”.

The Logistics Coordinator guarantees the technical and logistics support to the project, the pertinence and coherence of logistics programmes and the adequacy of the provided means. Whilst generally based in the capital, he is above all a field oriented officer, trying to spend at least 50% of his/her (hereafter referred to as “his”) time in the field, training and managing the field Logistic Officers and checking on the application of policies and use of the most appropriate logistic techniques, tools and equipment to cover operations needs.

He or she will, with the logistic team, ensure the following tasks:

1. Supply chain management

- Takes overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies
- Determine the adequate purchasing procedure regarding specific HQ policies, amount, donor guidelines & specific technical constraints.
- Manage the purchase follow-up tools and the capitalization at mission level
- Implement & Manage the project price list: regular market surveys of equipment, consumables and materials commonly bought and list of suppliers for usual supplies.

2. Fleet management

- Ensure overall management of the vehicle fleet and ensure response to the needs
- Supervise implementation and follow-up of existing fleet management procedures and policies
- Ensure and consolidate national vehicles fuel consumptions, consumables use (engine oil, windscreen liquid, coolant, spare bulbs…) and induced costs.
- Plan and ensure vehicle maintenance, Consolidate monthly vehicles maintenance and repair costs.
- Follow-up vehicle documentation (logbook, maintenance book, contracts, report …).
- Ensure the training of staff for adequate driving and vehicle use in the country

3. Assets and infrastructures management

- Ensure the follow-up of Equipment
- Consolidate assets monthly statements & inventories.
- Follow the equipments status and documentation (use, working condition, warranty, costs…).
- Organize and follow preventive maintenances and repairs.
- Organize and follow stocks and potential warehouses.
- Follow-up infrastructures such as Office and houses (security, cleanliness, water, energy, payments, contracts, problems, etc…).

4. Computers and Communication

- Supervise the good implementation of Computer and Network Policy (use, rights, restrictions, protection, backup)
- Ensure the good use of computer equipments and accessories
- Follow the official legal registration of the communication equipments and frequencies.

5. Freights management

- Follows with HQ the issues of international purchases and freights (transport documents)
- Launch and follow-up the process of administrative clearance with the authorities
- Launch and follow-up the process of custom and logistic clearances through custom agents
- Organize the delivery and ensure the reception of materials and equipments (conformity, status, inventories of the goods…)
- Issue reserves upon reception in the event of litigation.
- Supervise appropriate delivery to field bases
- File the documentation.

6. Security

- Defines, implements and supervise the logistic aspects of the security pack
- By delegation from GenCo, ensure new staff’s security briefing
- Coordinate with security company in ISB and supervise guard’s work in SWA in coordination with the Field Coordinator
- Follow-up the respect of security regulation and refers to the General Coordinator in case of problem.
- Follow the security context through wise networking and refers to the General Coordinator in case of potential problems.
- Train the team members on communication equipment uses and procedures
- Ensure weekly update to coordination team and key security players within the team.
- Prepare and update security contingency plans; Update security measures as per context and operations evolution.
- Follow-up contact lists and the Emergency contact list of the mission

7. Meetings, reporting and coordination issues

- Attend MdM coordination meeting.
- Attend if exist Logistic and Security related external meetings (clusters, Humanitarian Forum sec meeting…).
- Consolidate logistic reporting (assets, fleet, premises …) and prepare monthly logistic report.
- Coordinate closely with the Administrator, the program managers and the General Coordinator (budgets issues, purchase of equipments, etc…).
- Pay regular visit to Field programs and Sub-offices

Monthly allowance: 915 euros + per diem

Profile:
- Humanitarian experience is compulsory
- Emergency experience could really be an asset
- Reactivity
- Necessity to manage priorities
- Necessity to manage a team and work in a international team (diplomacy Is compulsory, but strong management also)
- Technical skills in : Engines; IT, Stock, Supply chain, rehabilitation or at least a strong interest/understanding in each of them
- Be aware that Logistics is also paperwork, excel files and word documents
- Be aware that Logistics is also having often your hands and feet dirty
- Ready to work under hard conditions (mud, rain, mosquito, smell, noise, heat…) and insecure context with high-level risks
- Must demonstrate flexibility to adapt to changing requirements
- Negotiation skills
- Ability to work in a emotionally stressing context and to respect strict security rules
- Ability to work in emergency, to set up a logistical base and build up an operation
- Ability to listen and share decisions
- Ability to take effective decisions according to the context
- Flexibility, Reactivity, anticipation, adaptability
- Organizational skills ++
- Good writing and communication skills
- Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies
- Good health
- English : Fluency oral and written – French is an asset
