OVERALL DESCRIPTION
General Description of Programme
GOAL started work in Zimbabwe in June 2002, managing general food distribution as an implementing partner of the World Food Programme. Since then GOAL has established programmes in Food Security/Livelihoods, Support the Orphans and Vulnerable Children, Health and is currently implementing an emergency programme in response to the Cholera outbreak.
GOAL works primarily in Hurungwe District in Mashonaland West and Makoni, Nyanga and Buhera Districts of Manicaland Province. The current programme response includes:
- Vulnerable Group Feeding: Distributing food in Hurungwe, Makonde, Makoni and Buhera districts to the most vulnerable households.
- Food Security / Livelihoods: GOAL is currently supporting 1,100 farming in Hurungwe and Makoni districts in conservation farming and community gardens. In addition, distribution of seeds and fertilizer to 19,000 farmers in Makoni will start in October 2009. Expansion of Livelihood activities are expected during the 4th quarter of 2009.
- OVC “Live and Learn: Supporting”: 25,000 OVC’s are being supported through 181 schools in Hurngwe, Buhera, Makoni and Nyanga districts. The support includes supplementary feeding, stationary, furniture, building material as well as emphasis on training and capacity building in life skills, including HIV education, agricultural skills, nutrition and hygiene education & practice.
- Primary Health Care: Supporting the Primary Health Care system through 39 Health Facilities in Makoni District. This is a pilot programme and is anticipated to expand to other districts during the course of 2010. GOAL is also implementing a Community Management of Acute Malnutrition Programme in Makoni, Nyanga and Hurungwe districts.
- Cholera Response: GOAL’s response in 2009 comprised of 2 components, Health Promotion & distributions of hygiene NFI’s and Treatment through supporting the set up and management of Cholera Treatment Centres. The WASH response is continuing throughout 2009, whilst the health response stopped as the outbreak reduced.
General Description of the Role
The objective of this new Food Security project funded by ECHO, scheduled to commence in October 2009, is to provide food security support to 11,200 vulnerable households in Manicaland and Mashonaland West Provinces. The successful candidate will provide technical support and guidance to the project team responsible for the implementation of this project as well as technical capacity building of GOAL staff for the benefit of future livelihoods projects. The project includes the provision of subsidized milling costs through milling vouchers and establishing additional mills, conditional cash transfers and support with farming inputs.
Key Tasks
- Ensure correct preparation and effective implementation of the voucher and cash for work components of the project, with all necessary security issues addressed.
- Ensure correct-design, printing and management of milling vouchers in line with the project proposal and ECHO guidelines.
- Ensure the integration of the voucher and milling establishment components of the project.
- Ensure appropriate cash management procedures are implemented within the cash transfer component of the project
- Work with the programme team in developing / establishing appropriate guidelines for use of cash transfers and vouchers for further programming.
- Work with the programme team to build their technical capacity and ability to generate further Food Security programming
Requirements: (educational, language, etc.)
- Relevant work experience and education to third level, preferably in social sciences.
- 2+ years of previous overseas experience in voucher orientated livelihoods assistance programmes
- Experience in successful proposal and report writing
- Proven experience in liaising with government officials and donors at National level
- Extensive proven budgetary control and financial management skills
