Background
The United Nations Office for Project Services (UNOPS) Sudan Operations Center (SDOC) is engaged in the implementation of physical infrastructure projects in Sudan, under various donor and the Government works programs. SDOC has signed an agreement with the Department for International Development (DFID) of UK, to design and implement drought mitigation infrastructure works as part of the Integrated Water Resources Management (IWRM) Plan for Darfur. The works will be implemented in a partnership with the State Government Authorities, who has the mandate to operate and maintain the IWRM implemented infrastructure projects. SDOC would be responsible for the design, tendering, contract administration and the construction supervision of the various drought mitigation engineering works defined under IWRM Plan. UNOPS is soliciting applications from qualified engineers with experience in Dam / Hydraulic Structure design and construction, to provide specialized technical input to the Darfur IWRM Infrastructure project implementation.
Duties and Responsibilities
The Dam Engineer position will report to and work under the direction of the Project Manager, and she/he will be responsible for performing the following duties and responsibilities:
- Liaise with the State Government representatives and other project stake holders in the design and implementation of the IWRM infrastructure projects, more specifically on groundwater recharge ponds, hydraulic structures, and water retention structures including embankment dams and check structures.
- Investigate and provide technical advice on the feasibility and site selection of the IWRM infrastructure projects recommended under the IWRM Plan.
- Review and report on the IWRM infrastructure projects designs carried out by others.
- Coordinate hydraulic studies and the topographical survey tasks carried out by consultants, as input to the design phase.
- Carry out detailed designs and the preparation of specifications, design drawings, bill of quantities & cost estimates for the proposed IRWM infrastructure.
- Develop operation and maintenance plans for the proposed IWRM infrastructure, including the formulation of resources requirements and budget estimates.
- Prepare tender documents and assist the Project Manager in the bid evaluation process and obtaining of the Procurement Authority approval for the contract award.
- Contracts administration, construction supervision of IWRM infrastructure and the preparation of the site monitoring reports.
- Organize materials testing for establishing the design parameters, selection of construction materials and construction quality control.
- Supervise a team of technical staff involved in design and construction supervision tasks.
- Take part in capacity building of the State Government employees and knowledge sharing, by working in a partnership style operation.
- Advise Project Manager on overall project implementation aspects to ensure efficient project delivery on time and within budget, to the satisfaction of the client.
- Prepare periodic project progress reports, projects close-out reports including records of the lessons learnt.
- Perform other duties related to the design and construction aspects of the IRWM infrastructure projects, requested by the Project Manager.

Education/Experience/Language
- Master’s degree in the field of Dam’s design, hydraulic structures or related filed is essential “Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree”.
- Minimum 7 years of post graduation experience in the areas related to the design and construction of groundwater recharge ponds, hydraulic structures, water conveyance systems, and water retention structures including embankment dams and check structures is essential.
- Minimum 2 years of design experience and minimum 4 years of construction experience in the works related to groundwater recharge ponds, hydraulic structures, water conveyance systems, and water retention structures including embankment dams and check structures are essential.
- Experience in the preparation of tender documents, bid evaluation and contract administration is desirable.
- Computer software application experience related to drafting is an added advantage.
- Prior experience in working in post-conflict countries (or elsewhere under similar conditions) is an advantage.
- The candidate must be thoroughly proficient in written and spoken English. The knowledge of Arabic language is an advantage.
- Knowledge of the UN system and familiarity with UNOPS procedures is an advantage.
