Emerging Markets Group (EMG) is currently seeking Engineering Advisors for an anticipated USAID-funded Engineering, Quality Assurance (QA) and Logistical Support Program in Afghanistan. The project will provide USAID’s Afghanistan Office of Infrastructure, Engineering and Energy with an Afghanistan-based team for a) independent quality assurance for ongoing and planned construction, design and maintenance projects; b) engineering support; and c) technical assistance (capacity building) to relevant ministries.

Long-term engineer positions are needed at the senior, mid-level, and junior levels. *Team Leaders, Senior Level Engineers, and Civil/Structural Engineers must have Professional Engineering (P.E.) license or equivalent.

- Project Manager* and Deputy Project Manager* - must have civil engineering degree and P.E.; experience across the four key sectors preferred
- Transportation – Team Leader*; Transportation (Roads) Engineer; Quality Assurance Engineer
- Energy – Team Leader*; Hydropower Engineer*; Electrical Engineer*; Power Systems Engineer* Energy Quality Assurance Engineer; Renewable Energy QA Engineer
- Water Supply and Sanitation – Team Leader*; Civil Engineer (WSS)*; Water Resources Engineer; Quality Assurance Engineer
- Vertical Structures (government buildings, schools, hospitals) – Team Leader*; Architect/Planner; Scheduler/Planner; Structural Engineer*; Quality Assurance Engineer; Design/Cost Engineer
Work will include providing:
- Quality assurance for construction projects to ensure compliance with approved QC plans, technical standards and construction schedules.
- Engineering support services, such as site identification and review of design bill of quantities (BOQs), tender documents, O&M protocols, etc.
- Technical assistance to various infrastructure ministries to advise, support, train ministry staff.

Qualifications:

- Bachelor of Science degree in the appropriate branch of engineering from an accredited college or university required, advanced degree preferred
- Extensive experience and knowledge in concepts, principles and practices in developing countries within the field of science or engineering field
- Must have the ability to express engineering and scientific judgment clearly and concisely in writing and orally
- Must have a broad knowledge of managing complex projects in the US or overseas
- 15+ years of relevant work experience
- 10+ years of direct experience in engineering or the field of specialty
- Direct experience working on projects in developing countries is highly desirable
- Experience working in conflict and/or post conflict countries is highly desirable
- Prior work experience in Iraq/Afghanistan preferred
- Dari proficiency is a plus
