Position Overview
The Deputy Regional Director, Latin America (DRD) works in conjunction with the Regional Director (RD) to provide management, supervisory, and technical support to the Latin America Team to achieve regional objectives in seven focus countries: Peru, Bolivia, Colombia, Nicaragua, Honduras, El Salvador, and Haiti. The DRD also oversees the solicitation and management of restricted grants and LWR response to emergencies in the region. S/he also works with other departments to contribute to Lutheran World Relief’s (LWR) advocacy, fundraising, communications, and constituent education efforts.
Reports to: Regional Director, Latin America
DUTIES AND RESPONSIBILITIES:
Program Development and Implementation
1. Contribute to development of 5-year Latin America/US regional strategy and annual Operating Plans, and help the RD ensure that regional and country staff adhere to plans and monitor results against expected outcomes and indicators
2. Help RD explore opportunities for LWR expansion or engagement in new geographic and/or programmatic sectors
3. Help RD develop technical strategies (risk management, conflict resolution, fair trade initiatives, gender, etc.) and provide technical support across the regions.
4. Help LWR respond to major emergencies in the region, screening and recommending support to ACT Appeals and other emergency response projects
5. Manage or assist restricted grant implementation, monitoring and reporting to donors by HQ, overseas offices and/or consultants
New Business Development
1. Help identify and pursue new funding opportunities with institutional donors including U.S. Government or other bilateral or multilateral donors, foundations, and corporate philanthropies
2. Contribute to development of corporate capability statements and public relations materials for donors on key LWR sectoral areas and signature approaches
Human Resources Management
1. Supervise and conduct annual performance appraisals for Senior Program Manager, Grants
2. Help RD ensure familiarity and compliance with LWR’s safety and security procedures and protocols
Financial Management Support
1. Provide technical support to regional offices in the development of annual budgets in coordination with RD
2. Help RD monitor the implementation of budgets and cash flows for restricted awards and regional offices
3. Coordinate with F&A on regional office financial and budget management and monitoring, address audit findings, and help RD ensure that externally funded grants comply with donor and LWR regulations
Constituency Engagement & Representation
1. Engage US Lutherans effectively in the work of LWR and help ensure that LWR’s work in marginalized communities is of the highest quality and integrity
2. Coordinate with Public Policy Analyst to develop advocacy strategies and messages on key issues
3. Ensure that constituents interested in Latin America, including individual or church donors as well as visitors to the region, receive information on LWR programs
4. Identify and develop collegial relationships with people, organizations, and institutions in the U.S. and in the region that can enrich the regional program.
5. Participate in relevant Interaction, ACT or other forum committees and working groups and in other relevant networks.
6. Represent the regional program to LWR’s Board of Directors, leadership, and staff.
7. Represent the regional program to ELCA, LCMS, Lutheran World Federation, and other Lutheran bodies.
Other Job Related Duties As Assigned
REQUIRED QUALIFICATIONS AND CORE COMPETENCIES:
1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.
2. Graduate degree in a field relevant to international development or a bachelor’s degree with equivalent relevant work experience and training.
3. Two (2) or more years experience working with or for local (within Latin America) organizations to foster community development. Demonstrated ability to work effectively with local and international non-governmental organizations, community based organizations, and other grassroots organizations.
4. Five (5) or more years of progressively responsible experience in international development.
5. Demonstrated ability to produce US government and foundation grant proposals, to successfully solicit grant funding, to manage implementation, and to manage relationships with institutional funders.
6. Experience designing projects, writing proposals, and project monitoring and evaluation.
7. Proficiency with Microsoft Office products, as well as internet based communications (e.g. Skype, Messenger).
8. Ability and willingness to travel up to 35% of her/his time. Ability to withstand extremes of temperature, altitudes up to 14,500 feet above sea level, and to travel in difficult terrain and /or crisis zones.
9. Excellent oral and written communications skills in both English and Spanish. Ability to effectively represent LWR to internal and external audiences.
10. Familiarity with Lutheranism, church structures, and church member motivations and sensitivities, preferred.
11. Familiarity with key political, economic, and social justice issues at a practical and policy level. Practical and intellectual familiarity with the specific region. Understanding of issues related to disaster/emergency risk reduction and response helpful.
