Background:

The Support to Strategic Planning for Sustainable Rural Livelihoods (SSPSRL) Project aims to strengthen the capacity of Afghan Government institutions concerned with agriculture and rural development, namely the Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Agriculture, Irrigation and Livestock (MAIL), to formulate effective policies and strategies thereby rendering programmes deliverable in a more useful way to the intended beneficiaries. Phase II of the SSPSRL Project has been running for two years and is due to end in early 2010.

The objective of SSPSRL in the Ministry of Rural Rehabilitation & Development (MRRD) Component of SSPSRL Phase II is: To strengthen the institutional, organizational and human resource capacity of MRRD to develop, implement, monitor and coordinate Ministry-wide policies, plans and programmes in the context of a Sustainable Rural Livelihoods Framework.

To this end SSPSRL looks to provide short-term technical assistance to MRRD in key programme areas. We are now looking to recruit a Social Protection Advisor to work on the Social Protection Programme in MRRD.

Responsibilities:

The incumbent will perform the following tasks and responsibilities:
- Develop and maintain effective relationships with social protection agencies including; government, private, and voluntary sectors of the community. The objectives of the relationships are to facilitate mutual consultation, exchange information and provide agreements for cooperative action.
- Develop and maintain systems such as communications, warning, emergency public information, resource management, and the social protection operations centre.
- Coordination: coordinate the response and recovery activities of the departments and organizations involved in social protection.
- Hazard Mitigation: provide motivation to departments and agencies to carry out their duties in ways that enhance social protection conditions.
- Regulatory: participate in and contribute to the legislative and regulatory process as it relates to institutional development management.
- Information: develop and implement public information and public relations activities.
- Training: identify training needs and develop, participate in, and provide training programmes.
- Planning: review and revise operation, recovery, mitigation, and other supporting plans on a regular basis.
- In close cooperation with the director of the Social Protection Department, find fund raising opportunities from outside sources and create a good environment of coordination.
- Drills: coordinate drills that test the written plans and procedures of social protection management and supporting agencies that are involved in social protection and recovery.

Education and work experience should provide evidence of the candidate’s:
i. Qualified candidates will possess tertiary education in the relevant field.
ii. Broad expertise in management reforms, including diagnostic review.
iii. A minimum of 10 years of experience in the sector with progressive management responsibilities. Prior experience in social protection programming is essential.
iv. An extensive knowledge of community led development.
v. Experience of liaising and advising at senior government levels (i.e. Minister, Deputy Minister).
vi. Negotiation skills to develop consensus on changes.
vii. Analytical thinking, planning, organizing, strategic orientation and coordination/ liaison skills in tandem with cultural sensitivity.
viii. Strong interpersonal communication and writing skills.
ix. Organizational and change management skills and ability to work independently and lead.
x. Experience in Afghanistan and/or region, highly desirable.
xi. Proven track record in training and capacity building.

Language Skills:
i. Fluent in English,
ii. A working knowledge of Dari and/or Pashtu desirable.

Computer Skills:
- Experience with MS Office, including Word, PowerPoint and Excel.

Requirements:
- Able to travel within Afghanistan, if required.
