I. Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 25 countries worldwide, with over 160 international and 2500 national staff. ACTED has a 45 million € budget for over 150 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion.

Active since 1993, ACTED Afghanistan is the organisation’s longest running and one of its largest operation. Today, with a staff of close to seven hundred people, ACTED Afghanistan implements projects from emergency to development throughout the entire northern region of the country.

Current emergency projects include land allocation, returnee reintegration, and emergency shelter reconstruction, and, in 2008, a response to a range of emergencies from drought to the lack of preparedness for winter among rural communities.

Rehabilitation efforts include help for returnees (Mazar), disaster preparedness, (Baghlan), peaceful coexistence trainings, local governance initiatives, rapid rural project generation initiatives, and livelihood recovery programs; while development projects include micro finance, cultural promotion efforts and cooperation with the National Solidarity Program (NSP). In 2008, despite a worsening security situation, ACTED initiated projects that aim to improve access to water. Future ACTED Afghanistan interventions include expanded support to the resettlement and reintegration process for returnees, a multi sector rural development program in the Faryab, and the development of NSP activities in previously isolated areas in five provinces in northern Afghanistan. ACTED also launches civil-servant training programmes in Faryab, Kunduz and Takhar.

III. Position Profile

The intern will report to the AME Manager and/or Country Director and Regional Coordinator.

- Assist in developing the Project Management Framework (tracking the implementation related indicators throughout program implementation, and following up on project progress and delays).
- Planning regular assessments: Appraisals, Monitoring and Evaluation missions.
- Produce regular monitoring and evaluation reports
- Linking with program departments to discuss the methodologies and results of assessments, in order to ensure that program departments integrate the results of AME assessments and implement programmatic changes accordingly.
- Support implementing units and assist in guiding future programming through the identification of lessons learned and best practices
- Ensure that local partners engaged in appraisal for and/or with ACTED are trained and given advice in participatory approaches, and other key methodologies for information gathering.
- In collaboration with programme staff, help design and improve adapted participatory appraisal mechanisms for ACTED programmes
- Liaise with partners/government for data compiling, analysis and sharing on ACTED sectors of interest

IV. Qualifications:

- Astute critical thinking and analytic skills
- At least 1-2 years of professional experience in humanitarian and/or development organisations;
- Master degree, preferably in a development/humanitarian related field
- Experience with participatory appraisals and project cycle management encouraged.
- Good organizational and communication skills with international and national staff and rural communities.
- Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure
- Excellent communication and drafting skills in French and English
- Knowledge of the region an asset
- Familiarity with basic office software programs

V. Conditions:

- Field Intern benefits include:
- 300 USD per month living allowance
