(CLOSED) Team Leader and Justice Initiatives Advisor

Global Justice Solutions is a leading contractor in the justice and security sector with offices in Europe and Australia and is currently seeking a Team Leader and a Justice Initiative Adviser for the DANIDA funded project in Vietnam ‘Justice Initiative Facilitation Fund’ (JIFF).

About the project:

Justice Initiatives Facilitation Fund (JIFF) is one component of The Justice Partnership Programme (JPP) funded by of the European Commission (EC), Sweden, and Denmark to support justice sector reforms in Vietnam. The JPP will address challenges in strengthening laws and policies by supporting the implementation of the Judicial Reform Strategy (JRS).

JIFF, funded by Denmark, will support Non-Government Organizations and initiatives towards enhancing popular awareness of the rights and opportunities the law and justice system provide; enhancing understanding of judicial reforms through research; enhancing dialogue and information sharing on matters relevant to judicial reforms; and improving access to independent legal advice and aid. Special attention will be paid to marginalised groups in society and women.

JIFF will be administered by a Fund Manager who will administer the grant/basket fund, and undertake secretarial functions of the component’s Steering Committee and Grants Committee, respectively, and provide technical assistance of capacity development to grantees in the areas of governance, project management, administration, financial management, accounting, procurement, reporting and/or any other requirements that may be specified in the grant applications.

The Fund Manager’s key personnel are:

Team Leader with
- A relevant university degree from an internationally recognized university
- Relevant professional experience with a major part of the professional work from assignments within several developing as well as developed countries for recognized international companies or organizations
- Good communication, negotiation, and public relation skills
- Fluent in English
- Experience as team leader on donor supported projects and initiatives
- Experience from the administration and support of judicial sector programmes and projects will be an added advantage
- Relevant experience in designing and managing grant schemes including public procurement and grant application evaluation practices
- Experience in providing capacity building to NGO and civic society initiatives
- Experience in working with a wide variety of different partner institutions.
- Experience from Asia/South-East Asia, preferably Vietnam or a similar legal tradition

And

Justice Initiatives Advisor with
- A relevant university degree possibly a law degree
- Relevant professional experience
- Fluent in English and Vietnamese
- Experience from donor supported projects and initiatives
- In depth knowledge of the judicial sector in Vietnam
- Experience from the administration and support of judicial sector programmes and projects will be an added advantage
- Experience in providing capacity building to NGO and civic society initiatives

The JIA may be a local. Other locally recruited personnel will be a Financial Management and Accounting Specialist and a translator, interpreter and secretary.

Time schedule

The Team Leader and the Justice Initiative Advisor will be mobilised no later than one month after the signing of the contract but at earliest by 1 January 2010 when the programme starts.

Duration

The duration of the Agreement is three years and one month from the date the Agreement becoming effective.
