Location: Guinea-Bissau
Position location: Based in Bissau, but work location in Biombo Region.
Duration: 12 months renewal until August 2011.
Post description:
Responsible for all the project management activities, assuring the conformity of the objectives and expected results with the proposal presented, accordingly with Donors procedures.
Financing and Administrative coordination
- Human Resources management including recruitment of local staff and training
- Guarantee a transparent and efficient administrative and logistic management
- Budget planning and execution of appropriate expenses, accordingly with donor procedures
- Management, monitoring and revision of budget control
Operative coordination
- Compliance of donors directives in terms of management, monitoring and visibility
- Prepare and monitor base line study’s, working with accepted WATERSAN models
- Define activity plans and supervise its execution
- Supervise and advise the partners organizations, accordingly with project procedures Manual
- Support to the constructions activities previewed and prepare the contract procedures
- Establish consistent and regular contacts with partners and associates
- Actively establish contact with different stakeholders
- Identify potential new projects in WATERSAN
Monitoring and Evaluation
- implement the Project information System and project evaluation mechanism
- prepare the narrative and budget reports
- prepare proposal and reports for donor
- organize regular coordination and supervision meetings
- Prepare monthly reports for headquarters

Planning & Organizing - Ability to organize, plan and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
Judgment - Demonstrated ability to apply good judgment in the context of assignments given.
Teamwork - Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Communications - Strong communication (spoken and written) skills, including the ability to advise and train users in the use of complex systems/applications and related matters and effectively prepare specifications and other written reports documentation in a clear, concise style.
Problem solving – Good analytical and problem solving skills and ability to handle a range of systems-related issues.
Commitment to Continuous Learning - Willingness to keep abreast of new developments in the field of administration, finance and human resources management.
Technological awareness – Solid computer skills, including proficiency in word processing and spreadsheets.
Professionalism - sound knowledge of, and exposure to, a range of mine action issues, including related political, social and economic dimensions.
Academic Qualifications/Experience/Language
Education
- University degree in Social and Human Sciences and or Management.
Work Experience
- At least 2 years experience in management and responsibility in project management of which at least 1 should have been in humanitarian or developmental related activities. Experience in participatory techniques will be a added value.
Languages
- For the post advertised fluency in written and oral Portuguese and English is required. Working knowledge of local languages would be an asset.
