(CLOSED) Assistant Country Director - Program Support

Program Support plays two interrelated roles in a Country Office: Its primary role is to support the successful implementation of the CO Program by providing services, information and advice in an effective, efficient, proactive, responsive manner in line with CARE and donor requirements. Another key role is to ensure that the resources of the Country Office are managed and safeguarded optimally.

The role of the ACD-Program Support is to ensure that the systems (people, policies, processes and tools) that are necessary to play those roles in a given CO context exist and are fully operational. The ACD-PS leads and manage the PS team, collaborates/integrates with Program managers and staff, other internal stakeholders (finance, internal audit, RMU/headquarters) as well as external stakeholders (partner organizations, Host Government etc). S/he is a full member of the CO SMT and COLT and is expected to contribute substantially to CO management activities. The ACD-PS is expected to spend at least 20% of his/her time in the field (sub-office or field level). The functional areas under the ACD-PS’s responsibility include (modify as needed) : Human Resources, Information & Communication Technology, Procurement of Goods and Services, Transport management, Property Management, Safety & Security and Facility Management.

Thus the new position of ACD- Program Support, will lead the provision of timely and efficient support in the areas of Human Resources, Procurement, Logistics, Information Systems, Logistics, Security & Emergency Preparedness to CARE Cote d’Ivoire’s Development and Relief programming.

Problem Solving:

Level 3 - The ACD/PS is one of the senior CARE representatives in the country of her/his assignment and as such is responsible for problem solving at a variety of levels. S/he will need to be able to analyze and resolve situations as they arise on a variety of subjects.

Qualifications and Skills:

Required:
  • Bachelor's Degree in related field
  • 5 years in senior management position in development field
  • Considerable knowledge and experience of CARE operations and systems.
  • A University degree or similar qualification, preferably in Accounting, Business Management or Administration or other similar discipline.
  • 4-5 years experience working internationally (preferably in the field) in a leading Strategic Support role or similar for an international NGO.
  • Fluent oral and written French and a professional command of oral and written English.
  • A capacity to juggle several ongoing projects or tasks at one time.
  • A capacity to train, coach and mentor staff
  • Excellent communication skills.
  • Demonstrate team work experience and acknowledge

Desired:
  • Master's Degree in related field
  • 8 years in a senior management position in development field
  • Considerable experience and/or a recognized qualification in HR, logistics, procurement and financial management.
  • Familiarity with USG, GF and EU fund management
  • Familiar with managing funding from the Global Fund.
  • Extensive experience with local and international procurement
  • Basic audit skills to respond to CO audit recommendations and are able to improve accordingly CO operations.
