Chemonics International seeks a long-term monitoring and evaluation (M&E) advisor for the five-year, $86-million USAID-funded Palestinian Health Sector Reform project (Flagship project) in the West Bank. The project is designed to strengthen the institutional capacity and performance of the Palestinian Authority Ministry of Health (MOH), selected NGOs, and eligible educational and professional institutions to support the health sector. Responsibilities include: work closely with Flagship project staff to ensure timely monitoring and evaluation of project activities; provide technical assistance for implementing M&E plans; assess data needs; design data collection tools; analyze and report M&E data and ensure it is regularly shared among all project staff; train in-country counterparts and partners on M&E systems; support the M&E specialist to inform reporting requirements and project communications products such as success stories, press releases, and quarterly and annual progress reports.

Qualifications:

- Advanced degree in social sciences or health
- Minimum 10 years of proven experience with M&E methods and approaches, including implementation of M&E systems, quantitative and qualitative analysis, and report writing
- Knowledge of health reform and the Palestinian health system preferred
