Crown Agents USA, Inc. (CA-USA) is seeking an Active Distribution Project Manager for a 12 month technical assistance project in our Rwanda office.

The Supply Chain Management System (SCMS) project, administered by the U.S. Agency for International Development (USAID), was awarded as part of the United States President’s Emergency Plan for AIDS Relief to collaborate with local and global partners to strengthen supply chains for HIV/AIDS commodities. SCMS improves the availability of essential medicines and supplies to meet the unprecedented scale-up of HIV/AIDS care and treatment. SCMS will assist in improving capacity of national supply chains, in order to ensure long-term sustainability of distribution systems in participating countries. In Namibia, the USG Team had requested the SCMS to provide technical assistance and support to the Ministry of Health and Social Services (MoHSS), the Namibia Institute of Pathology (NIP) and the VCT partners to strengthen supply chain management systems for HIV/AIDS related commodities in support of the scale up and expansion of the Republic of Namibia’s HIV/AIDS program
Roles & Responsibilities
The purpose of this long-term technical assistance (LTTA) will be to project manage and implement the Active Distribution initiative starting with the set-up and execution of a pilot study to four of the District Pharmacies. In conjunction with this task further activities will be carried out to support CAMERWA with the ongoing implementation of the systems; the smooth running of the warehouse; the installation of the final phase of racking and its operational sustainability; the undertaking of a business process transformation project; the definition of the LMIS requirements, the implementation of demand management; the development of a transportation strategy; and the implementation of short-term and long-term human capacity building in Supply Chain Management. The promotion of a skills analysis and the development of a new organigram will also be one of the anticipated support areas for CAMERWA.
Specific Responsibilities
- Set-up the Active Distribution Pilot Study in accordance with the outline prepared and agreed with all parties.
- Undertake an RFQ to selected Rwandan distribution companies to support the Active Distribution.
- Follow-up on the recommendations of the Active Distribution exercise and ensure that ongoing activities are in line with the recommended processes and in particular the structure and design of the pilot delivery patterns
- Undertake an RFQ for the supply of a distribution service to support the aims and objectives of the Active Distribution implementation plan.
- Asses the current management information produced in managing the warehouse and the supply chain with a view to determining the structure and content of the most effective information and to implement Key Performance Indicators
- Review the MACS operation to ensure that the data is available to produce the standards of operation and the Key Performance Indicators (KPIs).
- Implement the appropriate supply chain KPIs
- Set up and undertake a skills analysis for the CAMERWA staff and construct a revised organigram to meet the future needs of CAMERWA in meeting the demands of the Rwandan Health system
- Undertake an RFQ for the installation of a fan driven air system in both the existing and new warehouses
- Undertake a process workshop and an exercise which identifies all non-value-added activities.
- As a result of the workshop create a set of internal teams to identify the nature and extent of the required processes to run the business.
- Implement the new processes and establish the required changes to the current SOPs
- Evaluate how management should be using the inventory and sales data to assist with demand management.
- Supervise the installation of the racking at Camerwa
- Undertake an RFQ for Fire suppression and CCTV equipment.
- In line with the defined supply chain training requirements establish and run an internal series of courses on supply chain management.
- Contribute to the development and/or implementation of an appropriate system for inventory management and replenishment at the district pharmacies
- Contribute to the design of the LMIS system that it is intended to install at the health centres.
Qualifications
- Create and execute the Active Distribution pilot study and the consequential roll-out
- Undertake a full in-company process review
- Undertake a management and process KPIs to create a more reactive management environment.
- Identify resources and suppliers for the deployment of the Active Distribution delivery operation.
- Understand the health and pharmacy systems in a developing country.
- Ability to undertake an RFQ to private distribution companies for the delivery of the Active Distribution objectives.
