Location: Zimbabwe - Harare
The Elizabeth Glaser Pediatric AIDS Foundation is seeking a Technical Director in Harare to provide in-country technical direction and senior management to EGPAF and EGPAF Family AIDS Initiative (EGPAF-FAI) programme by working with and supporting the programme’s technical teams and partners. The Technical Director will, in close collaboration with the Country Director, liaise with the EGPAF global technical units on the overall technical direction of the EGPAF-FAI country programme. The Technical Director will also work closely with the national technical teams of the Ministry of Health and Child Welfare, especially those of the AIDS and TB Unit, and provide direct technical support and advice to the national programmes. The incumbent will report to the Country Director.
Essential Duties and Responsibilities
- Overall responsibility for the technical design of the EGPAF-FAI programme in liaison with Country Director and EGPAF global technical units.
- Coordinate and manage all technical aspects of programme implementation and reporting.
- Lead and provide guidance on the overall strategic technical direction of the EGPAF-FAI programme, in harmony with and contributing to the Ministry of Health and Child Welfare and EGPAF global strategies.
- Coordinate, develop and build capacity of EGPAF and EGPAF-FAI partners to develop programme proposals, improve technical approaches, draw up integrated annual work plans and implement.
- Responsible for supporting and ensuring overall monitoring and evaluation of programme implementation against agreed targets and milestones and ensure that data collected is complete, accurate and of the highest quality.
- Coordinate and lead technical support to the Ministry of Health and Child Welfare in the development of technical guidelines, strategic frameworks as well as development of national implementation and operational research plans.
- Collaborate with the Country Director and financial team to develop overall programme budgets, budget narratives and review programme expenditures.
- Provide leadership in formulating EGPAF-FAI research priorities including support to research grant proposal development.
- Manage senior technical personnel in-country and carry out performance appraisals of key technical staff.
- Coordinate and provide technical support in documenting best practices and publications across the EGPAF-FAI programme.
- Support the Country Director to maintain and inform key donors of the technical direction of the programme.
Required Qualifications
- MD (or equivalent), with 10 years of relevant experience working in HIV/AIDS programmes and international health in resource limited settings with a particular focus on MTCT, and pediatric HIV care and treatment
- Masters in Public Health.
- At least 5 years of proven senior project management experience in the technical design, administration, management and implementation of large scale HIV and AIDS or health programmes in developing countries, including supervision, monitoring and evaluation and reporting.
Knowledge, Skills and Abilities
- Extensive knowledge of the Zimbabwe health system and with experience of health systems strengthening in resource limited settings in general as an added advantage.
- Knowledge of working in and experience with Ministries of Health at a high policy level.
- Sound understanding of the international development context required with experience of working with UN Agencies, international and national NGOs and CBOs.
- Experience in management of multiple partnerships and donors with knowledge of bilateral and multilateral regulations, particularly USG and DFID a strong advantage.
- Excellent analytical, oral and written communication skills.
- Ability to manage multiple priorities and projects while working as part of a team.
- Energetic, independent, self-motivated.
