Crown Agents USA, Inc. (CA-USA) is seeking an ART Logistics Pharmacist for the SCMS project in our Namibia office.

The Supply Chain Management System (SCMS) project, administered by the U.S. Agency for International Development (USAID), was awarded as part of the United States President’s Emergency Plan for AIDS Relief to collaborate with local and global partners to strengthen supply chains for HIV/AIDS commodities. SCMS improves the availability of essential medicines and supplies to meet the unprecedented scale-up of HIV/AIDS care and treatment. SCMS will assist in improving capacity of national supply chains, in order to ensure long-term sustainability of distribution systems in participating countries. In Namibia, the USG Team had requested the SCMS to provide technical assistance and support to the Ministry of Health and Social Services (MoHSS), the Namibia Institute of Pathology (NIP) and the VCT partners to strengthen supply chain management systems for HIV/AIDS related commodities in support of the scale up and expansion of the Republic of Namibia’s HIV/AIDS program.

Roles & Responsibilities

The ART Logistics Pharmacist (ALP) is responsible for the management of the Essential Drug Dispensing Tool (EDT) database, which collects data about ARVs for MoHSS sites providing ART. The ALP is responsible for forecasting national ARV needs using the data from EDT and for sharing data from the database routinely with program managers. S/he develops and maintains pharmaceutical and commodity management systems for the MoHSS. The ALP collaborates with the Central and Regional Medical Stores (CMS and RMSs), ART treatment facilities, the Health Management Information System (HMIS) of MoHSS and other partners in the performance of his or her duties.

Specific Responsibilities

- Serve as the lead MOHSS staff for quantification of national HIV/AIDS-related commodities: ARVs, medicines for treating opportunistic infection, rapid HIV test kits and related pharmaceutical commodities for government facilities.
- Use the Essential Drug Dispensing Tool (EDT), Quantimed software for forecasting, Pipeline software for monitoring, and other tools for monitoring and forecasting and serve as a super-user who can train others in the use of these tools.
- Collaborate with the CMS and the two RMSs, and MOHSS sites to monitor the distribution of HIV/AIDS-related pharmaceuticals and commodities delivered from the central level to sites. The incumbent with work with managers from the Directorate of Special Programs, CMS, the 2 RMSs, and Pharmaceutical Services to ensure that adequate levels of all required commodities are maintained at all levels of the system at all times.
- Provide routine reports on the status and functioning of the HIV/AIDS-related supply chain to DSP, CMS, RMS, PSSD, HMIS, and others as requested. In particular, the ALP will provide reports on ARV dispensing to the Strengthening Pharmaceutical Services (SPS) for onward reporting to the USG’s PEFPAR program.
- Work daily as an advisor within the Pharmaceutical Services Sub-Division (PSSD) of the Directorate of Tertiary Care & Clinical Support Services.
- Work in collaboration with MOHSS’ development partners, including especially the SCMS and SPS projects, to strengthen commodities management.
- As appropriate, develop and implement additional data-collection tools, training others in their use, and development and dissemination of additional routine report formats.

Qualifications

- Professional degree in pharmacy with at least 5 years post qualification experience.
- Knowledge and/or experience in HIV/AIDS interventions and public health management issues in Namibia or in a developing country context preferred.
- Familiarity and experience with management information systems including national HMIS preferred.
- Demonstrated ability to collaborate with others in developing creative and strategic solutions to achieve common goals.
- Strong organizational, communication and advocacy skills.
- Demonstrated advanced computer skills in Microsoft Office Suite applications required, including Word and Excel. Experience with Access, Outlook and PowerPoint preferred.
- Proficiency in English including the ability to conduct business in English.
- Ability and willingness to travel regularly within Namibia with possible international travel.
