Acting as a critical player supporting the senior leadership team the Project Director provides overall agreement management for CDC-funded Project HEART and contributes to its strategic direction and implementation of the CDC-funded projects. Using strong collaboration skills, s/he is responsible for the technical and programmatic congruency of the Foundation’s global technical plan with the mandate for Project HEART and its implementation in the field. In addition the Project Director, CDC will play a critical role in the strategic direction around Foundation led initiatives in support of country transition plans.
Essential Responsibilities:
Technical Leadership (in collaboration and consultation with Principal Investigator and Senior Program Director)
- Provide strategic technical guidance to Project HEART Country Directors, Clinical and Technical Advisors in the field.
- Provide technical, program, capacity building and health systems strengthening support to Project HEART Country Directors, Clinical and Technical Advisors in the field.
- Effectively address technical queries from CDC through oral and written communications.
- Provide Technical support to the Ministries of Health (in the project HEART countries) in refining national clinical guidelines and protocols for HIV/AIDS prevention, care and treatment programs.
- Identify key research questions and strategic program initiatives as they surface from field programs.
- Review and disseminate emerging and pertinent technical information for the field and other staff (data, publications, study results).
- Interpret significance of specific scientific developments and the implications for program implementation.
- Document global lessons learned on specific topics in prevention, pediatric and adult care and treatment.
- Provide technical assistance for special projects such as the development of training and reference materials for sites in accord with national policy.
- Support development of global technical monitoring and evaluation criteria and reporting information with M&E team.
Program Management
- Provide guidance in the development of country-level plans for Project HEART and the development of materials to support the USG’s COP process.
- Lead the process for development of the central Project HEART work plan and budget.
- Guide and review the production and submission of the annual continuation application to CDC.
- Provide strategic budgetary and financial guidance to Project HEART Country Directors in the field. Provide leadership in the strategic use of resources for successful program implementation.
- Review quantitative and qualitative progress reports for key lessons learned and synergies across programs; responsible for presentation and interpretation of aggregate Project HEART data.
- Represent Project HEART’s efforts to CDC, key staff, donors, and a range of external audiences.
- Represent HEART in internal EGPAF meetings.
- Manage Project HEART Agreement Management Staff according to the established policies and practices of the Foundation.
- Liaison with CDC, O/GAC, other implementing organizations. Communicate with donors as outlined in the funding agreement.
- Ensure that files and all project information is appropriately documented and secured.
- Monitor the progress of the project and make adjustments as necessary to ensure the successful implementation.
- Prepare and/or oversee the preparation of reports, lessons learned documents and best practice materials.
- Serve as a technical and program resource to other Departments within EGPAF including Communications & Policy staff in providing program information, background data.
Knowledge, Skills and Abilities:
- Demonstrated technical knowledge of HIV/AIDS Prevention, Care and Treatment programs in developing countries, pediatric clinical and operational research, public health experience, and program management.
- Demonstrated experience as a senior manager (a minimum of five years) of complex USG-funded grants including CDC programs is required.
- Knowledge of CDC rules and regulations as related to contracts and cooperative agreements.
- Working knowledge of OMB Circulars, applicable legislation for USAID/CDC, HIV/AIDS (PEPFAR), and awards, cooperative agreements, and contracts.
- Demonstrated analytic skills and experience in solving program implementation problems.
- Ability to plan, develop and carry out work independently while also assuring the strong engagement and support of her/his professional colleagues within and outside the office; Ability to work with and lead diverse teams.
- Strong experience in practical monitoring/evaluation approaches to assess progress and impact is highly desired.
- Ability to support and direct the implementation of organizational ideas, projects and plans once made.
- Fluency in written and spoken English. Knowledge of French and/or Portuguese is an asset.
- Excellent communication skills; must have strong writing and speaking skills preferably with experience in subjects related to HIV/AIDS
- Strong interpersonal skills; ability to exercise diplomacy and build partnerships and consensus, within teams and with other stakeholders.
- Demonstrated experience of being both an innovator and an implementer.
- Ability and willingness to travel-minimum 20%.
Education and Experience:
- MD and/or PHD required; MPH strongly preferred
- Minimum 10 – 15 years experience in national and international health program management in a leadership role within a public or private sector environment, preferably non-profit
- Solid experience in design, administration, strategic management and implementation of HIV/AIDS programs
- Experience with USG International programming procedures and experience in Africa are required.
- Familiarity with key international organizations working in HIV/AIDS programs.
