UNICEF seeks a Chief, Operational Analysis Technology Centre, for our Supply Division, based in Copenhagen, Denmark to, under the overall guidance of the Deputy Director for Operations, be responsible for the supply chain systems functionality within the UNICEF application systems. Responsible for the Operational Analysis Technology Centre in Copenhagen and delivery of IT solutions and business applications and for ensuring that the SD IT infrastructure is properly integrated within UNICEF systems landscape.

The duties include:

1. Management of ICT Services.

Ensure that ICT systems are designed and managed to advance the productivity and effectiveness of the Division by implementing the corporate IT policy, strategy and systems as per SD’s management plan requirements.

- Oversee the implementation of office computerisation, applications, network, telecommunications, database and records management.
- Manage the preparation, monitoring and control of the budget for OATC. Plan budgetary provisions for critical hardware, software and data communications equipment acquisition and support for the day to day operation of SD.
- Ensure correct and consistent applications of the organisational policy and procedures in the management of the IT function.
- As member of the global management team and the IT Review Board, maintain the ongoing working and collaborative relationship with ITSSD.

2. Infrastructure and Security.

Ensure that SD is provided with effective and secure IT infrastructure.

- Accountable for determining and ensuring the development of security related policies including access policy, security administration and information.
- Ensure that IT security, firewall administration and anti-virus infrastructure are in place, updated and maintained on an ongoing basis.

3. Applications Management.

Advise the Deputy Director SD and the Division in general in the adoption of appropriate information technology tools and solutions to manage business needs of the supply function within UNICEF.

- Supervise and monitor the IT applications development and operational groups and ensure adequacy of the management information systems and technology landscape to support the SD business initiatives
- Plan and coordinate strategy development and implementation of hardware and software evaluation, co-ordination of IT research, email, workflows, methodologies, review of RFPs, applications support and special projects with ITSSD counterparts.
Manage and monitor implementation of business process improvement initiatives. Provides project management for specified automated system projects and actively participates in the implementation of new technology.

4. Network Administration.

Manage the SD OATC operations including the hardware and software systems related to email, office automation software, local data communications networks, voice communications and integration with global data communication.

5. Information/Knowledge Management.

Ensure that support tools are available to facilitate SDs knowledge management and knowledge sharing initiatives.

Qualifications and Competencies:

- Advanced university degree in information technology, computer science, information management systems – or business administration when complemented with IT related education and applied professional experience.
- Minimum ten (10) years progressively responsible work experience relevant to supply chain, business development, information management with increasing management level content at international level..
- Management experience in running a data centre and data communication networks
- Experience with open systems (UNIX, client/server architecture, MS-DOS, Windows, LAN, WAN and networking)
- Experience with multi-vendor hardware, software and office automation components
- Experience with HP/OpenView or any other system management platform
- Knowledge of programming languages and system analysis techniques will be an asset.
- Ability to conceptualise, innovate, plan and execute ideas a well as to transfer knowledge and skills
- Ability to develop complex business proposals
- Demonstrated experience in leading a large multi-cultural team of information technology professionals
- Ability to identify areas for improvement, prioritise and assign resources to specific projects and take necessary initiatives to implement the changes.
- Good negotiation and leadership skills are required to effectively interact with senior management
- Excellent inter-personal and communication skills.
- Vision of information technology solutions for business needs of Supply Division and awareness of market solutions applicable to the division’s work.
- Sound knowledge of information technology developments, operating systems, data communication tools, office automation tools and network design.
- Fluency in English and another UN language is preferred.
