CHF International is seeking a Director of Finance and Administration for CHF's activities in South Sudan. The Director of Finance and Administration will be responsible for direction and oversight of all finance, grants management, IT, human resources and administrative aspects of CHF’s activities in South Sudan. In particular, s/he will be responsible for:
- Provide oversight of administration and HR management support including such tasks as purchase orders; verification of procurement procedures; logistics; timesheet tracking and monitoring; competitive salary and benefits for local hire staff; administration of salary disbursements, employee benefits and the annual staff evaluation process; maintenance of filing systems to ensure adequate documentation of sub awards and all financial processes; as well as assisting in the hiring process, setting salaries and signing of local hire and consultant contracts.
- Provide financial management of all current and prospective programs operating within South Sudan. Manage finance and grants management teams to ensure timely, quality, and accurate financial reports and practices.
- Provide financial control, prepare and analyze budgets, prepare financial reports, and make recommendations to HQ on budget expenditures;
- Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
- Obtain approvals from donor and HQ for all procurements and sub-grants which require restricted funds. Ensure optimum monitoring of all sub grants; guiding finance, grants, and program staff to address any financial mismanagement problems identified.
- Mentor and build the capacity of local staff, as well as promoting team work and ethical practices within the South Sudan environment.
- Maintain updated information regarding U.S. Government grants and other donors’ reporting requirements and financial restrictions.
- Oversee annual financial audits of CHF/South Sudan program as well as ensuring that sub grantees comply with all audit and financial review requirements.
- Visit sub-grant partner sites as needed to provide technical assistance and troubleshoot along with accounting, grants management, or program staff.
- Organize finance and administration training, capacity building and close follow-up of partners.
- Assist in program development and proposal preparation as needed.
Given the nature of the work, staff is expected to be flexible and may be asked to carry out duties which are not specifically listed above. The job description may be revised after discussion between the staff member and the organization.
QUALIFICATIONS
- 8 + years experience in finance/accounting.
- 5+ years of supervisory experience.
- Strong management, communication, mentoring and teambuilding skills.
- Ability to multitask and prioritize work.
- High level of cultural and emotional intelligence, sensitivity.
- Strong Excel skills, proficient in MS Word and Outlook.
- Knowledge of HR & IT practices a plus
- Experience in developing countries, Africa in particular, a plus
- Experience in grants management a plus.
- Knowledge and experience with USAID rules & regulations a plus.
EDUCATION and/or EXPERIENCE
Undergraduate degree in finance or accounting and graduate degree in international relations or an international development field or vice versa.
LANGUAGE SKILLS
Written and oral fluency in English required. Abilities in a second language in particular Arabic preferred. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
