Job Purpose
As a member of senior management team, to support the Programme Director (PD) and other members of the senior management team on the best use of resources so that the programme can be managed and developed in accordance with Save the Children policies and procedures and best practices of good internal control.
Key Accountabilities
Policy and Strategy Development
- To support the PD and senior management team in the development of a long term funding strategy for the programme, to regularly advise on the financial position of and factors affecting the programme.
- To ensure the development and management of robust financial systems through developing feasible systems and procedures to support the country programme, ensure adequate internal control and efficient use of resources.
- To support programme managers in building grant budgets, effective tracking of income, budget monitoring, and timely and accurate reporting to donors.
Programme Planning, Monitoring and Evaluation
- To work with the programme management team to support and strengthen programme administration and to provide audit functions.
Technical Advice/Support and Reporting
- To provide timely budget monitoring reports and overview of the status of grants to the PD and budget holders, highlighting issues surrounding both the restricted and unrestricted funds, in providing support for the adjustment of budgets on the basis of activity plans and in compliance with donors' terms and conditions.
- To liaise between local donors and programme managers on financial and budgeting issues including income, grant negotiation and donor reports.
- To coordinate and manage complex and multi grants in advising budget holders for its efficient utilisation and timely financial reporting to various donors. This will involve regular and proactive coordination with relevant colleagues.
- To identify the existing financial management strengths and weaknesses and advice the Programme Director to improve the systems when necessary.
- To ensure that financial reporting to head office is accurately and efficiently carried out in accordance with the finance diary.
Human Resource Development
- To identify training needs of the finance staff and develop and strengthen their capacity on various Save the Children's computerised accounting systems and ensuring that robust financial systems are developed in line with the acceptable accounting principle and practises.
- To supervise and carry out regular audit functions making sure that Save the Children UK's resources are effectively and efficiently managed.
- To identify training needs of the senior programme managers/coordinators and local partner agencies, provide training in financial planning, budget monitoring and in compliance to internal policies and procedures and various donors' terms and conditions of grants.
PERSON SPECIFICATION
Essential
- Masters Degree in finance or accountancy with experience of computerised accounts.
- at least 5 to 10 years of Experience of finance, budgets, and financial reporting, preferably within an Non Governmental Organisation.
- Proven management ability of local staff. The proven ability to lead, motivate and work in a team approach.
- Experience of exercising financial responsibility, budget control and effective and efficient resource management.
- Willingness to travel occasionally and to live and work in often difficult circumstances.
- Good communication skills, tact, patience and diplomacy.
- Driving licence.
Desirable
- Experience on working overseas for international non-governmental organisations.
- Local language skills or willingness to learn.
