Job title: Consultant: Assessment of the Capacities of Public Procurement and Supply of HIV/AIDS Pharmaceutical and Health Products and Development of Strategic Plan
Duties and Responsibilities
The purpose of this consultancy is to assess procurement and supply systems, identify the gaps and challenges facing the procurement and supply of HIV/AIDS Pharmaceutical and Health Products commodities, design goals, capacity development measures and plans that should be included in the NASP II to improve delivery of HIV/AIDS services and develop an HIV/AIDS strategic commodity plan for NASP II.
The consultant will be expected to:
- Map the agencies and institutions responsible for procurement and supply of HIV/AIDS health products
- Identify the bottlenecks in procurement of HIV/AIDS health products with a focus on commodity forecasting, development of procurement plan and the tendering process
- Review the strengths and weaknesses in the leadership and management of the agencies and institutions responsible for procurement and supply of HIV/AIDS health products
- Assess the adequacy and appropriateness of storage facilities for HIV/AIDS health products
- Assess the efficiency and effectiveness of systems for distribution of HIV/AIDS health products to the lowest health service delivery points
- Assess legal frame(rules, regulations and procedures) for the procurement and supply of HIV/AIDS health products
- Assess human resource ( knowledge and training) involved in the processes of procurement and supply of HIV/AIDS products
- Assess the enabling environment and carry out institutional relations assessment with regard to procurement and supply of HIV/AIDS health products
- Identify gaps and prioritize future interventions in procurement and supply of HIV/AIDS products that should be addressed by NASP II
- Propose measures that should be undertaken to address the challenges with a clear description on how the measures will lead to the achievement of NASP II outcomes
- Develop a NASP II strategic commodity plan including a forecast of the HIV/AIDS commodity requirements during the NASP II period; propose costing of the projected commodity requirements and determine financial gaps for the period of NASP II
- Support the prioritization of the key strategic objectives for NASP II
- Establish baselines, define results, targets for the new strategy
- Support the prioritization of the results to be achieved in the first two years by developing an National Operational Plan
- Support the costing of the strategic and operational plan
- Identify the key coordination and implementation mechanisms for the Coordination thematic area of the National Strategic Plan
The consultant will conduct this assignment through the following:
- Develop an inception report detailing the approach to be adopted in carrying out the assignment. This report will be reviewed and approved by SNAP and NASP II Steering Committee before commencement of the assignment. The inception report should be submitted one week after the beginning of the assignment.
- Review relevant documents including recent assessment of the procurement and supply chain for the HIV/AIDS health sector if and where available.
- Interview key informants in the health sector and the institutions managing procurement and supply of HIV/AIDS health products
- Hold a consultative meeting with selected participants from the Ministry of Health at (Khartoum) state level and health facilities
- Hold consultative meetings with key stakeholders in the HIV/AIDS sector.
- Make field visits to selected health facilities
- Present the assessment report to stakeholders
- Facilitate the process of developing the HIV/AIDS health commodity plan with the involvement of key stakeholders. The consultant is expected to develop the methodology for forecasting and costing.
- The consultant will use the Capacity Assessment Methodology of UNDP in addition to any other assessment capacity tools as and when applicable and in consultation with UNDP.
Outputs
Expected outputs, at different stages of the assignment (planning process) include:
- An assessment report of the procurement and supply chain for HIV/AIDS health products
- Provide the inputs to the NASP II in the thematic area which includes procurement and supply of HIV/AIDS health products
- A National Plan of procurement and supply of HIV/AIDS health products that addresses identified gaps and needs
Reporting Lines
Under the overall supervision of the head of Poverty and MDGs Unit in UNDP- Sudan and the direct supervision of Capacity Development Analyst the consultant will undertake the assignment in close coordination with the Lead Consultant/s and the Technical Working Group formulated by SNAP for this purpose.
Competencies:
- Demonstrated ability to facilitate consultative processes
- Knowledge of the Sudanese context is an asset
- Computer skills, including Microsoft Word & Excel
Qualifications:
Education
- Post-graduate degree in procurement and supply management
- Degree in pharmacy as an added advantage
Experience
- Experience in procurement and supply chain management with specific track record in institutional assessment, system assessment and development of commodity plans
Language Requirements
- Fluency in written and spoken English
- Knowledge of Arabic Language is an advantage
