Junior Expert Rural Development and Environment

We work worldwide for public, private and non-government organisations and for clients at all levels - from the local and national to the regional and international scale.

HYDROPHIL is seeking Junior Experts for the implementation of EC Framework Contract projects in Lot 1 "Rural Development" and Lot 6 "Environment".

Interested Junior Experts must have at least 3 years experience in one of the following areas:

- Land management (land reform, land use planning and farm restructuring,
- Rural infrastructure incl. irrigation and drainage,
- Sustainable management, protection of natural resources or Ecosystems (forests, fight against desertification, lakes etc.),
- Climate change,
- Water management inclusive planning (e.g. integrated river basin management), supply, waste water treatment.

The junior expert must have at least a Masters Degree Academic level or vast professional experience in one of the above mentioned areas. The Junior Expert should have expertise in at least one of the following project cycle phases:

- Programme / project identification, preparation / formulation,
- Programme / project implementation,
- Preparation of Terms of Reference (services) or technical annexes (works, supplies) or
- Evaluation of offers (Procurement),
- Evaluation of grant proposals,
- Evaluations (ex-ante, interim, ex-post etc.), monitoring.

As well as in at least one of the following horizontal aspects:

- (Cross-) sectoral policies / reforms,
- Macroeconomics,
- Public financial management,
- Legislation, regulations, law enforcement,
- Approximation of legislation,
- Institutional building,
- Training / research, awareness-raising, (incl. information / communication).
