Project Title: UNDG Iraqi Trust Fund Private Sector Development Programme
Duty Station: Based in Baghdad with frequent visits to other locations inside Iraq and to Amman.
This is a Technical Cooperation position. A one-year fixed-term contract will be given, with the possibility of renewal on an annual basis subject to satisfactory conduct and performance.

INTRODUCTION
The Private Sector Development Programme (PSDP) was conceived and designed with Iraqi stakeholders (public and private) and other international stakeholders in an effort to create and enable an effective, coherent, and comprehensive framework for private sector development in Iraq at both the national and governorate levels in three priority Governorates, as a means of achieving:
I) sustainable and increased employment opportunities;
II) poverty reduction;
III) the enhancement of the legal and regulatory framework which will allow an increase in sustained domestic and international investment;
IV) the development of a legal and regulatory framework with enforcement capacity designed to perpetuate an overall rational, coherent, and economic environment;
V) the diversification the basis of future economic growth in Iraq in a gender inclusive and environmentally sustainable manner.
The programme is a large initiative jointly implemented by UNDP, ILO, UNOPS, UNIDO, FAO UN-HABITAT and UNIFEM and addresses these challenges through two pillars of activities. The first pillar is a national level policy support intervention aimed at shaping a more conducive private sector environment, while the second pillar addresses the governorate-level challenges of private sector growth through planning and implementation activities within three selected governorates. The ILO is responsible for the implementation of selected components of the programme particularly in supporting national policy reform initiatives for small and medium enterprises, promoting business development services and local economic recovery initiatives and strengthening tripartite representation/participation in the formulation of socio-economic policies.
Description of Duties
Under the overall guidance of the ILO Deputy Regional Director, the direct supervision of the Team Leader of the ILO Iraq Programme Management Unit (PMU) based in Amman, and in close coordination with the PSPD Programme Director the Chief Technical Advisor will be responsible to:
1. Manage the timely, effective and efficient implementation of the ILO component of the Private Sector Development Programme, including provision of technical advisory inputs, advice, and assistance required for ILO deliverables to the programme's stakeholders and implementing partners.
2. Establish time lined implementation strategies and modalities for the ILO and UNOPS components, with the PSDP Programme Director, in partnership with the relevant Iraq stakeholders and ensure its adequacy throughout the programme implementation.
3. Provide policy advisory services in line with ILO policies and international conventions in the areas of private sector development policies and promotion of social dialogue. Support national authorities in institutionalising a tripartite consultation mechanism in the Socio-Economic Council of Iraq.
4. Prepare in consultation with the Socio-Economic Council a Private Sector Development Strategy for Iraq, including a strategy for investment, private farming, trade and an economic regional reintegration program proposal.
5. Provide technical assistance to strengthen the operational, regulatory and legislative environment for SMEs development in the formal and informal sectors, and support the Iraqi High Economic Committee and other concerned ministries for legislative assessment and strategy for SME-friendly regulatory framework.
6. Act as ILO Iraq programme focal point in Baghdad, by (i) coordinating the development of possible new technical cooperation initiatives in response to GoI needs in the field of economic development and decent work promotion,; and by (ii) performing, as and when requested, liaison work for other projects as required by the respective CTA's of those projects.
7. Provide the Government of Iraq, Employers' and Workers' organisations, and other key stakeholders in Iraq with policy advice in support of economic development and decent work promotion.
8. Monitor and assess delivery in conformity with the project document and in accordance with ILO policies and programming guidelines, administrative and financial procedures.
9. Ensure the efficient, proper and accurate use of project resources in accordance with ILO and donor financial and related provisions in force, with support from the project's Operations management up monitoring arrangements and ensure adequate progress reporting and evaluation of the project, in the context and in association with the management structure of the Programme, and in response to the PSDP, UNCT, donor and ILO reporting, monitoring and evaluation requirement.
10. Manage the human resources of the project, including organising for the appointment, induction, and where necessary training of project staff, with support from the project's Operations manager, and the Regional Office responsible units, mainly the ILO Regional Programming Services Unit and the ILO Regional Administration and Finance Unit.
11. Supervise the project staff, consultants, and implementing partners' input to the programme. Oversee procurement of works, goods and services in the project, with support from the project Operations manager.
12. Work in close collaboration with other ILO projects implemented in Iraq.
13. Ensure that the project meets its responsibilities with regards to UNCT cross-cutting themes of gender, security, environment and human rights.
14. Support the PMU and regional management in view of the setting up of a follow-up phase of implementation.
15. Perform any other duties as might be required for the successful implementation of the project.
Specific Duties
16. Tasks within the UNCT Team in Baghdad:
a. Represent ILO with national authorities and with relevant UNCT/UNAMI coordination and programming structures in Baghdad.
b. Provide the required technical inputs to advance ILO's decent work mandate within the UNCT and Iraqi coordination and programming structures;
c. Coordinate and facilitate the inputs from the PMU in Amman, and ILO technical specialists in the Regional Office-Beirut, and at HQs for the above.
d. Provide liaison services with the UNDGITF Steering Committee, as required and as appropriate, to facilitate the implementation of Iraq projects operating from Amman.
17. Policy advisory functions:
a. Proactively address economic development and decent work needs in Iraq, by providing first hand policy advice and technical assistance to ILO's constituents in Iraq, in line with ILO policies and conventions;
b. Leverage and facilitate, as necessary, the inputs of the PMU and ILO specialists in the region and globally to address specific, strategic needs of the GoI and other ILO constituents.
Required Qualifications
Education
Advanced university degree or equivalent with specialisation in economics, development, social sciences, public administration, conflict resolution or a relevant field.
Experience
Ten to fifteen years professional experience of which at least seven at the international level, in economic and social development policies and programmes.
Previous experience in supporting policy-making and programme design/implementation in the following fields will be a particular asset:
a. Private sector development.
b. Local economic development.
c. Labour market intervention and employment. promotion (including labour market information, employment support services, vocational education and training, entrepreneurship development).
d. project management, delivery systems, project design.
e. Knowledge of post-conflict contexts and issues, and of transition to market-based economies.
Strong experience in working within UN Country Teams, and to interact in a complex setting with a variety of governmental and nongovernmental partners.
Strong experience in gender mainstreaming into strategic planning and programme development.
Experience of working in instable security environments.
Languages
Excellent command of English.
Knowledge of Arabic and/or Kurdish would be a strong asset. Other UN official languages an advantage.
Competencies
Good computer skills (MS Word, EXCELL, Power Point). Ability to conceptualise, design research techniques, plan, coordinate and conduct research work, and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field. Demonstrated technical expertise to provide seasoned advice on best practices, address broader issues outside the field of specialization, formulate new concepts and methodologies, develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings. Demonstrated capacity to interact in a complex setting with a variety of governmental and nongovernmental partners, donors and UN agencies. Demonstrated ability to evaluate and monitor technical cooperation activities and projects. Demonstrated and recognized technical and /or managerial leadership in large projects and to coordinate activities among projects.

Other allowances and benefits subject to specific terms of appointment:

The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Baghdad he/she may be assigned to any duty station designated by the Director-General of the ILO.
