General Description:
The Sr. Program Officer/Global Partnerships Officer is responsible for representing the Voices for a Malaria-Free Future advocacy project in global partnerships, particularly the various mechanisms of the Roll Back Malaria Partnership (RBM) and the Global Fund to Fight AIDS, TB and Malaria. Must be an experienced advocate and communicator with expertise in health issues, preferably malaria, and capable of building and managing diverse coalitions and bridging links from malaria endemic countries to the donor country level. The Sr. Program Officer will ensure advocacy issues and concerns are raised and addressed in RBM Partnership and Global Fund Delegations, representing the various aspects of the Voices project. Navigate the various development and health communities and mechanisms with the relational, political and technical skills mandated of an effective advocate. Work closely with advocates in the U.S. and Europe to ensure malaria advocacy issues and funding needs are addressed in global mechanisms and at international events and forums. Work collaboratively with a broad array of partners in both donor and malaria endemic countries and must be able to work extremely well in a coalition environment, catalyzing consensus and cultivating partnership among diverse groups. Closely monitor global funding (particularly Global Fund) for the four Voices country projects: Mali, Ghana, Uganda and Tanzania, ensuring country staff is up to date with the latest developments that may impact implementation and acting as point-of-contact for field-based staff for all issues related to the Roll Back Malaria Partnership and the Global Fund and ensure field programs are linked into advocacy activities and information-sharing mechanisms of global partnerships and Boards. Create and distribute advocacy materials and resources relevant to Voices project objectives and lead information-sharing efforts among malaria partners. Offer strategic support to the RBM Board on behalf of the Vice Chair. Keep abreast of advocacy issues and technical developments in malaria control and advises the VC on global advocacy, strategy and policy. May assist in guiding/mentoring junior program staff and provide technical assistance to field offices and programs, both in-country and from Baltimore. Will write/facilitate strategies, work plans, assessments, and evaluations, as well as oversee and/or participate in all areas of proposal development. Coordinate the various Baltimore-based functions needed for efficient operation of field programs.
Qualifications:
Master's degree required. Strong writing skills are required. Ability to negotiate. Ability to communicate effectively, both orally and written. Ability to foster a cooperative work environment and develop positive and effective working relationships. Demonstrated collaborative style that can be applicable to staff at all organizational levels. Ability to ensure adherence to applicable Federal rules and regulations and local in-country laws. Culturally sensitive. Five years related experience required. Experience working internationally/ abroad and working successfully with a wide variety of partner organizations required. International travel required.
Preferred Qualifications:
Degree in international development, communication, public health or related discipline preferred. Experience in advocacy and international partnerships and coalitions highly preferred. Experience with U.S. Congress and international media preferred. French language skills preferred.
