The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Technical Officer will work in the Cluster Director’s Office to provide analytical and implementation support to strategic initiatives of particular importance to the mandate of the Global Fund.
Key Responsibilities and Accountabilities
- Perform qualitative and quantitative analyses of primary and secondary data in areas of strategic importance and synthesizes these into clear reports or briefing papers;
- Maintain up to date briefing notes on key policy developments and strategy initiatives relevant to the mandate and objectives of the Global Fund of multi-lateral and bilateral development agencies;
- Draft and/or support the development of briefings, analytic notes and format papers for the Cluster Director;
- Manage projects, as assigned by the Senior Policy Analyst and/or Cluster Director, ensuring objectives are achieved, tracking and flagging points for action, assembling/managing resources to successful delivery of project objectives;
- Managing and soliciting contributions from relevant Secretariat clusters/units/teams/working groups; supports the development of documents for consideration by the relevant Secretariat stakeholders, the Board or its committees; ensuring appropriate inputs and high-quality, timely deliverables;
- Consults internal and external stakeholders as appropriate, organizing consultations on strategic issues;
- Planning for the Cluster Director’s external engagements by undertaking analysis and research, collate technical/policy-related and other contextual information including drafting letters in response to external enquiries, high level invitations and other correspondences as requested by the Cluster Director;
- Work with the Personal Assistant to the Director in day-to-day requests for engagement and action by responding to enquiries or requests for action by the Director to ensure swift action and follow-up.
Provide support to the Cluster Director as requested, including taking minutes and notes at meetings and preparation of follow-up memoranda/reports.

Qualifications and Membership
Essential:
- Advanced university degree in Public Health subjects, Public Administration or Health Economics.
Experience
Essential:
- Three to four years experience preferably in health sector and excellent analytical skills.
Technical skills and competencies
Skills:
- Strong quantitative skills;
- Strong synthesis skills and ability to write technical notes/documents and excellent, clear, succinct drafting and writing skills;
- Results focus to deliver high quality products on time;
- Strong self-direction, motivation, organization and drive to work independently or in a term based on guidance from the Senior Policy Analyst;
- Persuasive communicator, political sensitivity, diplomacy, confidentiality and discretion and ability to establish rapport with a wide variety of individuals.

Languages
An excellent knowledge of English and French and preferably a good working knowledge of one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages an asset.

CONDITIONS OF CONTRACT
Staff are employed by and are subject to the terms and conditions of employment of the Global Fund.
The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004.
The person selected for this position will be appointed for a continuing duration contract.
We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 04 with a minimum basic annual salary of 103,600 Frs.
