Afghanaid, an international NGO operating in Afghanistan for last 26 years, has a mandate to facilitate and support Afghan women, men and children in their fight against poverty, inequality and vulnerability. Our priority sector areas are food security, sustainable livelihoods, rural enterprise development, local governance, and physical community infra-structure with cross-cutting themes of children rights, gender equality, community development and disaster risk reduction. The Role:
The Governance and Community Development Coordinator (international expert) will lead Afghanaid’s governance and community development work, including development of its strategy based on ongoing work, lessons learned and best practices in Afghanistan and from similar contexts, and will be responsible for impact oriented delivery of the strategy in Afghanaid’s work areas, under the direct leadership of Director (Programme Quality).
Competencies & Skills:
Postgraduate degree, preferably in Development, Social Anthropology or Community Development from a reputable international university with 5 years of experience working in inclusive local governance and rights-based community development field at senior level; of which at least 3 years in international aid sector. Candidates with work experience with credible INGOs in Afghanistan or in a similar context will have an advantage. You will bring excellent knowledge and established experience of having designed and delivered in Afghanistan or in similar contexts national level policy influencing and grassroots initiatives, particularly with rights-based approach, using PRA, power analysis tools, and with social transformation models of development. You will have well developed understanding of power dynamics between rights holders and duty bearers, informal and formal governance structures and systems, and skills to support project field teams to foster linkages and of creating partnerships between grassroots institutions of people with the governance bodies. You will have work experience of designing and having delivered successfully programmes focused on grassroots institutions federating and forming cluster, and will have experience of developing their institutional capacities to become effective development agents to manage projects through empowering, transparent, inclusive and gender sensitive processes. You will have demonstrative evidence of having worked closely with traditional leadership and local government, and of having influenced them to protect rights of poor, vulnerable and women. You must have experience of designing and running capacity building initiatives in governance and rights-based community development for literate and non-literate groups of women and men. The post requires ability to deal with challenging work situations and willingness to travel, live and work in isolated and remote areas. You must posses proven skills in mentoring, coaching, and facilitating learning and development of national staff ; excellent communications skills in English (and preferably in Dari); influencing and advocacy skills; computer literacy in word processing and excel; strategy development; programme design and proposal writing; budgeting; analytical report writing, and monitoring skills. You will also require established tack record of having led all stages of project cycle management and competency to work with significant level of autonomy, take initiative, and be able to meet tight deadlines. You must show respect for local culture and religion, self motivation and knowledge of personal strengths and weaknesses.
