We are seeking a highly skilled professional for the multi-year role of DEPUTY FACILITY MANAGER: DAFA Phase II funded by the Australian Government through AusAID and managed by GRM International.

Background:

The DAFA Phase II seeks to enhance Australia’s bilateral aid program to Afghanistan, by The DAFA is a key part of Australia’s aid program to Afghanistan, and will undertake capacity building efforts at the central and sub-national levels. This role will be responsible for the effective management of the Facility, including provision of personnel, resources and all relevant planning, coordination, liaison, consultation and administration.

Overall purpose of the position:

The Deputy Facility Manager provides support to the Facility Manager in the implementation of all aspects of the Development Assistance Facility for Afghanistan. The DFM will assist the FM to ensure that activities are designed and Facility staff are contributing to the Design Framework and Annual Work Plan in line with Government of Afghanistan priorities and meeting the obligations of the Contractor.

Reports to: GRM International Facility Manager and Project Director

Liaises with: Heads of Ministries of Rural Reconstruction and Development (MRRD), Education (MoE), Public Health (MoPH) and Agriculture, Irrigation and Livestock (MAIL)

Other key stakeholders: Multilateral agencies with capacity building programs in Afghanistan, Government of Afghanistan TA coordinating agencies, Ministerial Oruzgan representatives, other donors, Australian Embassy Kabul.

Key Objectives of the position:

The Deputy Facility Manager will be a key member of the Facility management team and will have substantial responsibilities for DAFA’s operational and planning activities, specifically:

1. Directly assisting the Facility Manager to ensure high quality services and advice are provided to the Government of Afghanistan through Technical Assistance, capacity building and other forms of support
2. Managing Facility Activities to ensure they are designed and implemented in accordance with the Annual Work Plan and Performance Assessment Framework, and in line with Government of Afghanistan priorities and AusAID policies.
3. Facilitate consultation and design process with partner Ministries, to develop Proposals for Assistance and Implementation Plans which meet Facility objectives and contain an appropriate emphasis on capacity development skills
4. Facilitate implementation of specific DAFA Activities, developing and monitoring budgets, co-ordinating resources and supervising Activity personnel, to ensure the effective and timely delivery of Activity outcomes
5. Provide strong support to the Facility Manager to ensure contractual and client reporting obligations are met in a comprehensive and timely manner
6. Build and maintain collaborative working relationships amongst a diverse range of stakeholders, including key priority Ministries, AusAID, other donors and line Ministries involved in Afghanistan.
7. Contribute substantially to Facility reporting including Activity monthly, six monthly and completion reports and Facility six monthly reports
8. Provide advice on capacity development approaches at Activity design and implementation stages, incorporating improved or alternate forms of assistance as appropriate
9. Provide generic and Activity specific briefings for all International Advisors engaged under the Facility
10. Managing the performance and work output of International Advisors (in conjunction with the Facility Manager and Ministry–nominated Activity focal points)
11. Managing the performance and work output of the Activity Liaison Officers (ALOs), particularly during the Activity identification and selection process
12. Work with the ALO (Monitoring and Evaluation) to identify and document lessons learned from the implementation of Activities
13. Support operational staff in the implementation of DAFA/GRM office procedures including modification to and adherence to security protocols
14. Assist the Facility Manager as directed and act as Facility Manager whilst the FM is out of the country

Duration and phasing

The position will commence as soon as possible, with an expected start date at the end of January 2010. The position will finish at the end of February 2012.

Specifications of the Support

The successful applicant will have:

- A degree in public administration, human resource management, international development or related field
- 5 years experience in managing development programs and facilities, including: team supervision and leadership, coaching and mentoring, project design, monitoring and evaluation and report writing, with a solid working understanding of capacity development in a post-conflict and/or fragile state
- Strong project management and organisation skills and demonstrated experience in managing development projects in post-conflict and/or fragile states
- Expertise in coaching and mentoring with experience in ensuring capacity development approaches are incorporated successfully into development activities
- High level written and oral communication skills
- Highly developed inter-personal skills with the ability to:
    - establish effective working relationships with all stakeholders and participants, from senior government officials to national project staff
    - communicate effectively with people from different social, ethnic and cultural backgrounds
    - adapt to different cultures; and
    - listen to ideas and concerns of others
- Demonstrated ability to balance best practice methods and international experience with current and emerging conditions and structures in Afghanistan desirable
- Able to meet contractual reporting deadlines

Reporting requirements

The position will report directly to the Facility Manager on the daily management of Facility Activities.

Languages

- Proficiency in English essential.
- Willingness to participate in Dari or Pashto language classes as a requirement of contract.
