Location: Angola - Luanda
AED is seeking a bilingual (English-Portuguese) Chief of Party for the Angola Electricity Support Project (AESP). AESP is a five-year program to increase electricity access for un-served populations in Angola, leading to economic growth and improved service delivery. The position is based in Luanda, Angola.
Essential job functions:
- Oversee and manage AESP in all its dimensions;
- Oversee all field operations in Angola including facilities, personnel and financial management;
- Provide technical input to program implementation and ensure compliance with all reporting and financial requirements of USAID and those stated in the annual work plans;
- Serve as a key liaison with USAID/Angola and local Angolan partners; and attend formal and informal meetings;
- Oversee and manage programmatic relations with strategic international partners located in Angola and overseas;
- Report to and communicate routinely about program progress and developments with the AED/Washington Energy Programs Director
- The CoP will also be responsible for implementing organizational policies and security measures at the field level.
Qualifications:
Advance degree with at least 11 years of relevant experience; Experience with USAID energy/electricity programs required; Prior work experience with municipal urban planning and community project desirable; Experience as a liaison between USAID/U.S government departments, energy water sector companies, municipal planning departments and civil society organizations; Experience using GIS technology as a tool for urban planning and community development; Fluency in Portuguese, Prior experience living and working overseas particularly in Africa.
