Gender Unit Director

CARE USA is strategically engaged in empowering women and generating positive impact in girls’ and women’s lives. The benefits of gender equity and women empowerment extend across all the components of development and poverty reduction. Throughout its programs CARE wants to:

- Integrate gender equality and mainstream gender (including mainstreaming of learning from a recent strategic impact inquiry on women’s empowerment) in programs
- Address (sexual and) gender-based violence, esp. in conflicts, post-conflict contexts and emergencies
- Address issues of masculinity and engage boys and men in gender equality and equity
- Address harmful traditional gender practices
- Promote girls’ and women leadership
- Support and strengthen coalitions and movements that promote gender equity and women’s political involvement

CARE USA Director for Gender Unit is the nucleus of a team dedicated to lead and promote changes in CARE’s programming that contributes to empower women and develop equal power among men and women. S/he leads and fosters lasting change in organizational strategies and practices to promote girls and women leadership and empowerment. S/he promotes such changes through consultation, negotiation, influencing, and direct support to PQI senior staff, Deputy Regional Directors for Program Quality and senior staff from other divisions.

PRIMARY RESPONSIBILITIES:

- Manage a core team that leads CARE’s efforts towards women empowerment
- Provide technical leadership to enhance CARE’s overall program quality through better addressing gender inequalities and promoting women empowerment
- Develop CARE’s and partners’ staff capacities in addressing gender inequalities and promoting women empowerment
- Develop resources for gender capacity
- Provide external representation and co-lead (with PAU) advocacy on gender equality and equity
- Other duties as assigned or required as a member of PQI core team

QUALIFICATIONS:

- Masters Degree in social sciences. Formal training in gender studies, women’s studies or a research focus on issues related to the job
- 15 years of experience in international development
- 10 years of experience in leading gender equality and equity;
- 8 years of experience engaging at a leadership level in the international field of gender equity/women’s empowerment.
- 5 years of experience as institutional lead in development agency
- Fluency in at least one world language, other than English, preferably Spanish, French, Portuguese or Arabic
- Extensive demonstrated conceptual and practical knowledge of gender issues, focusing on the history and practice of promoting girls and women’s leadership and empowerment
- Visionary skills
- Publishing history
- Interpersonal skills and aptitude to coordinate efforts among diverse groups
- Conceptual and practical knowledge of gender analysis and understanding underlying causes of gender inequality
- Process facilitation
- Presentation skills
- Negotiation, influencing skills (vital if this role is to influence any change)
- Expository writing and speaking
- Program design
- Proposal writing
- Knowledge of donors’ gender strategies
- Networking and strategic partnerships
- Knowledge in impact measurement and of M&E systems

The position will be based in Atlanta and will report to CARE USA’s Vice President for Program Quality and Impact. The Director for Gender Unit is a member of the PQI core team that regroups the PQI Directors and the Deputy Regional Directors for Program Quality. S/he will engage and maintain relations with CARE International members, in particular those that are very active in promoting gender responsive programs. Travel time is estimated at 30%.
