(CLOSED) Local Governance Specialists

Closing date: 14 Nov 2009 -- (CLOSED)
Location: Jordan - Amman

Location: Amman, Jordan and Erbil, KRG Iraq

Objectives:

1.To design a customized LGA methodology that is relevant to Iraqi needs and situation and gathers support from concerned Iraqi authorities.
2.To conduct credible and inclusive LGA processes in two pilot locations in Iraq
3.To provide recommendations for short to long-term policy reforms to strengthen local democratic governance in Iraq.

The specialist will supervise and facilitate the following activitieis:

1. Planning Meeting
2. Designing the Methodological Framework
3. Preparing the Field Work and Initial Report Writing Phases
4. Remote Technical Assistance during the implementation of LGAs
5. Report Finalization & Feedback Stage
6. National Conference
7. Lessons Learnt Meeting

Required competencies:

1. Master degree or equivalent.
2. Extensive and proven relevant work experience, with up-to-date expertise in the field of (local) governance assessment in the Middle East region.
3. Extensive experience in working with CSOs in the Middle East. Experience in working with Iraqi CSOs will be an asset.
4. Experience in working as a trainer/moderator.
5. Strong analytical and writing skills.
6. Excellent oral and written communication skills, with analytic capacity and ability to synthesize relevant findings.
7. Ability to work as a part of a team and produce high quality outputs.
8. Experience in working in post conflict environments. Experience in working in Iraq will be a strong advantage.
9. Security awareness and knowledge of UN security procedures will be an asset.
10. Proficiency in usage of computers and office software packages.
11. Most preferably based in Jordan or in Iraq.
12. Willingness to travel to North of Iraq (Erbil).
13. Fluency in written and spoken Arabic and English.
