Project Background:
In May 2003, RONCO was tasked to deploy a quick reaction demining force in Iraq, as part of a global five-year contract with the US State Department’s Bureau of Political-Military Affairs Office of Weapons Removal and Abatement (PM/WRA). Some months later, the task order expanded to cover: (1) capacity development of the government of Iraq’s national mine action authority (NMAA); and (2) creation of an Iraqi mine action non-governmental organization.
RONCO created the Iraqi Mine Clearance Organization (IMCO), the first Iraqi mine clearance NGO operating in central and southern Iraq that same year. In parallel, RONCO equipped and trained / mentored approximately 60 government of Iraq staff in their role as the national authority and in the regional mine action center in the south (RMAC-S).
Job Purpose:
The ICED Organizational Quality Management Advisor is to capacity develop IMCO in quality management across all levels of management in the organization, across both Baghdad and Al Rafidyan bases of IMCO, so that, within a period of approximately 12 months, IMCO has an organization-wide quality manual covering human resources, operations, planning, finance, logistics and other core work processes, and is on the road towards ISO certification.
Internally, working under the direction of the ICED Project Manager, the ICED Organizational Quality Management Advisor will be responsible for proposing and implementing approved quality management processes within the ICED project management approach and for identifying new quality management needs that may be developed into RONCO projects in the future.
Main Responsibilities:
1. Conduct a full quality management audit of IMCO basic, mid-level and senior management, both at the organizational level and, in liaison with the ICED Senior Technical Advisor and Technical Advisor, at the operational EOD / demining / survey / MRE levels and propose a process for working towards ISO compliance of IMCO to both the ICED Project Manager and IMCO senior management.
2. Work with basic, mid-level and senior levels of management in IMCO to establish quality standards and requirements, process map actual core IMCO processes, identify areas of non compliance and work on these areas of non-compliance so that deviation from quality standards reduces and consistency in quality IMCO achieves is improved. This involves detailed familiarity with quality models such as ISO and/or excellence models, awareness-raising of IMCO staff of the strengths and weaknesses of the different quality management approaches and then implementation of a quality action plan that has been devised for IMCO with/by IMCO staff.
3. Assist IMCO staff write quality standard operating procedures, working with dedicated IMCO quality personnel, one in Baghdad and another in Al Rafidyan, as well as an interpreter, so that IMCO writes such procedures in Arabic and IMCO ‘owns’ these procedures and is able to train others on the procedures, trial them and then finalize them.
4. Mentor, coach and advise IMCO on all aspects of quality, its quality management strategy, quality management sections in reports and proposals, and day to day work so that quality becomes a cross-cutting aspect of all of IMCO’s work. This includes assisting on the development of quality specialist short courses, delivery of such courses and mentoring / coaching of IMCO attendees of such courses after training.
5. Mentor, coach and advise RONCO technical advisors, notably the Senior Technical Advisor and Technical Advisor based in Al Rafidyan, near Az Zubayr / Basra, so that operational quality management, often referred to as mine action quality assurance and quality control (QA / QC), forms part of a broader quality management approach within IMCO and that these technical advisors gain in their understanding of how mine action QA / QC fits into the ISO approach to quality.
6. Establish ICED Project quality management practices. This includes assisting the quality management of all capacity development initiatives, including courses, developed through the RONCO support to IMCO. This also includes working with the ICED Project Manager to track all ICED project deliverables, collect performance measures and report these to the ICED Project Manager and donors.
7. Assist the ICED Project Manager develop the quality section of business proposals, for donors, whether these be for RONCO, IMCO, the DMA or for partnerships involving RONCO and IMCO or the DMA.
8. Participate in special events, such as workshops, conferences and meetings, as directed by donors / sponsors and the ICED Project Manager in Baghdad, Iraq.
