Project/Proposal Summary:
The mission of this project is to promote a political stability in Iraq. The program is designed to improve the functioning of the Council of Representatives (COR) – the highest body of democratic institutions in Iraq. The project is intended to build capacity of the parliament members to debate laws in a formal constructive environment, to form and run parliamentary committees, to analyze and properly vet proposed legislation, to improve the functioning of the Speakers Office in its role as Parliamentary oversight, to improve the ability of parliament to oversee the executive branch and national budget, and to ensure greater participation of political parties from all factions and regions.
Position Summary:
In collaboration with the Chief of Party (COP) and the Client (COR), develop a strategy to ensure the successful implementation of the management review of the COR Secretariat. Working closely with the Secretary General, prepare a program of activities to ensure that the COR reform process is understood by the major stakeholders within the COR based on a Change Management and Communications Strategy, and to support the Secretary General in ensuring that the reform Steering Committee and COR Reform Working Group meet regularly and fully discharge their respective mandates.
Responsibilities:
- Building of organizational capacity within the COR for the operation and maintenance of sustainable support to MPs, built around the Strategic Plan developed under the Secretary General for in preparation for the Second Parliamentary term;
- Clarification of the roles of all directorates in the provision of services to MPs, and the development of a program of reforms and associated change management to make the role of the Secretary General fully compatible with, and supportive of, the reform process;
- Under the leadership of the CoP, engage with the Presidency Council on the appropriate reforms within the COR to support the reform process and the establishment of a harmonized relationship between principle planning documents prepared by the Office of the Secretary General and the SLP as the entry point for institutional building and capacity building in the COR.

Qualifications:
- University Level Degree in a subject related to change management in the public sector, with a substantial background in governance, politics or management
- Working Fluency in English to include writing and conversations
- 5-10 years of experience working in an international organization, business, or government agency
