Since 1982, Handicap International Belgium (HIB) has gradually developed a multidisciplinary rehabilitation program in Cambodia, including activities in the areas of prevention, physical rehabilitation and social economical integration. Today, HIB is implementing 4 programs each of them being made of various projects:
Physical Rehabilitation:

- Community For All (CFA): Community Based Rehabilitation Project
- CDPO: Support to Cambodia Disabled People’s Organization (CDPO)

Context of the post
- Preparation of the action plans, proposals, budgets, reports and amendments to all institutional donors of the mission. Although some of these reports are managed by the Financial Manager, overall supervision and careful monitoring of the more complex donors (DGCD, EU, etc.) are required.
- Compilation of the total mission’s budget (more than 2 millions USD) and the related financial cover
- Setting-up and follow-up of a frame of work for financial issues with local partners (CDPO, CRC, DAC, CRY, MoSVY…)
- Implementing a program of capacity-building training of national Project Managers.

Responsibilities
COORDINATION
Generally, integrated within the coordination team, under the responsibility of the Country Director, the Finance manager ad interim ensures the working out, putting into place, updating, and communication of the financial and administrative procedures of the program.
– Support and lead the Support team
– Update the different guidelines and integrate the benefits of experience
– Interact and facilitate the work between the different departments and /or sites
– Supervise the running of the team with reference to the internal audit guide: respect for funding agency rules, archive work,…
– Mobilise the working process and organise the meetings necessary to work out the BCC budget
– Coach the staff under his/her responsibility
– Prepare reports.
In the case of absence of key finance staff, the coordinator provides necessary cover.
FINANCES
The Finance manager ad interim is supported by a local finance manager for financial, treasury and accounting matters.
Manage, supervise and finalise financial tasks:
– Work out and finalise the mission budgets, in collaboration with the Country Director, the Operations Coordinator, and the project coordinators
– Finalise the regular budget follow-up (each trimester, at a minimum). Analyse these follow-up and communicate financial information to the Country director and project coordinators, as well as to the financial Controller at headquarters
– Finalise financial reports, propositions and codicils destined for funding agencies
– Manage financing (management of financial cover, analysis of financial needs)
– Ensure internal management checks at the national level
– Participate in developing the pluri-annual financial strategy.
Supervise and check the treasury:
– Validate and consolidate treasury provisionals for the program’s bank accounts and cash boxes (headquarters/program) and the sites (capital/site)
– Supervise the management of bank accounts and cash boxes (checking cash box totals, bank accounts, bank transactions,…).
Supervise accounting :
– Supervise and validate the office and site accounts encoded in Navision, as well as semestrial and annual accounts closures (verification of adherence to HI accountancy rules, verification of accounting and financial allocations…)
– Supervise the transfer of accounts documents to headquarters
– Audit: plan and prepare external financial audits.
Travel

Profile required for the post
Knowledge
– Degree (s) at university level in economy, management, finance, business…
– Excellent knowledge of the Excel Software is a must
– English compulsory, French preferable
Skills and experience
– Experience of at least three years in the position of Finance manager or controller in an NGO or in a management/commercial/financial position in a private company, with knowledge of budget setting, financial follow-up, etc. Given the size of the mission and the longevity and multidisciplinary dimension of the position, this experience in management is essential. The position requires above all great organization skills, excellent priority setting and team management capacities.
– Experience as trainer or at least in capacity building of people. The person must show that he/she has effectively transferred skills to “highly qualified” (university degree) people in a developing country.
