Qualified Somali nationals are invited to apply for the positions of HIV Treatment and Care Officer based in Bosasso, Somalia. The successful candidates will be offered a Fixed Term Appointment for 1 year. Further extensions will be based on organization needs, funding availability and satisfactory performance.

Purpose of the Post:

Under the overall guidance of the HIV/AIDS Programme manager, and technical guidance from the HIV Treatment and Care Specialist, the HIV Treatment and Care Officer will ensure the project implementation process at zonal level. He/She will be required to work closely with the HIV officer prevention, and actively engage with other sections, especially health. The HIV Treatment and Care Officer will be the first point of contact for partners carrying out treatment and care activities in the zones and as such will be required to liaise and collaborate closely with them. This will include close collaboration with government authorities especially the Ministry of Health and the National AIDS Commissions. . The HIV-AIDS Officer will also be responsible for leading interagency discussions and coordination on treatment and care issues at zonal level.
Major duties and responsibilities:

1.Draft, implement, and monitor HIV treatment and care related projects in an evidence informed, timely and efficient manner. Recommend corrective actions on treatment, care and support components of zonal HIV work plans. Act as the first point of contact for zonal partners implementing treatment and care projects.
2.Undertake field visits jointly with partners, Ministry counterparts, HIV officers, and other programme colleagues as necessary to monitor projects, as well as conduct periodic project reviews with government counterparts and other partners working in HIV treatment and care.
3.Liaise with the Ministers and Directorates of Health and key national partners in zone regarding implementation of HIV activities in MOH facilities to ensure integration of HIV treatment and care services into the national health system and building capacity of national counterparts.
4.Distribute in a timely manner all HIV related health commodities and contribute to the development of an efficient system of distribution and receipt by implementation partners to all UNICEF supported sites in the zone.
5.Collect and analyze health facility based HIV data and produce reports for monitoring purposes in a frequency agreed with the HIV unit, and provide regular other relevant information and updates to the HIV Treatment and Care Specialist.
6.Collaborate with HIV prevention advisor and Safe Motherhood officer to ensure the prevention, treatment and care continuum in HIV programming and strengthened PMTCT programming, including closely collaborating on community mobilization and communication strategies to increase demand and service update of HIV related services.
7.Implement a national system for TB/HIV referral and collaborative activities and lead the implementation of the TB/HIV component in the Round 7 Global Fund TB proposal in close consultation with WHO.
8.Lead interagency coordination efforts in the zone related to HIV Treatment and Care.

Qualifications and experience:

- University degree in medicine, health, public health nurse, social sciences or other related technical field (or equivalent combination of education and experience).
- Five years experience with at least one (1) year of progressively responsible experience in HIV treatment and care programme implementation and monitoring or related field.
- Fluency in English required. .
- Communication, analytical and training skills
- Good writing skills
- Good knowledge of computer skills including internet navigation, and various office applications.
- Ability to work in an international and multi-cultural environment
- Ability to work in a team
