Position Summary:

The Project Director is responsible for leadership and management of the four-year $5 million (estimated) Bill & Melinda Gates Foundation (BMGF) funded Maternal and Neonatal Health (MNH) Initiative to accelerate the implementation of interventions to improve MNH in high need areas of northern India. S/he works to ensure that the IntraHealth-led Consortium works efficiently and effectively to assist two northern states to develop MNH strategic plans, and demonstration initiatives generate evidence about appropriate MNH care packages.

The Project Director provides guidance, and leadership for the BMGF project effort, working collaboratively with the Government of India and the government of each state, Ministry of Health and Family Welfare (MoHFW), other BMGF grantees in each state, and consortium partners. S/he is responsible for managing the relationship with, and activities of, consortium partners and subawardees, ensuring alignment with the project goal, objectives, budget and deliverables. S/he is responsible for meeting contractual obligations in full compliance with Indian laws, and IntraHealth and BMGF policies, procedures and regulations.

The Project Director leads and supervises senior technical staff charged with ensuring technical and programmatic excellence, directs annual work planning and budgeting, regularly reviews project performance, writes project reports and bears ultimate responsibility for achievement of milestones and high quality results.
The Project Director will serve as the principle liaison for the MNH planning and demonstration initiative with key stakeholders including the Ministry of Health and Family Welfare, BMGF, and IntraHealth headquarters in Chapel Hill, NC. The Project Director is supervised by the IntraHealth Senior Program Manager.

The Project Director travels locally, regionally and internationally, representing the BMGF project at conferences and other appropriate venues and events.

Main Responsibilities
1. Ensure achievement of the project purpose (strategic planning and demonstration initiatives)
2. Leads the development, implementation, and monitoring of project strategy and workplan, coordinating closely with consortium partners, the GOI, BMGF and other key stakeholders
3. Ensures overall technical and implementation excellence and provides guidance in the development, documentation, and dissemination of all project deliverables
4. Effectively manages the consortium partners, and subaward scopes of work, deliverables and budgets
5. Represents the project to country and regional partners and other donors to further disseminate Initiative findings, mobilize additional resources and develop a supportive national and regional policy environment to increase access to maternal/neonatal health services
6. Leads efforts to document and disseminate project progress and results
7. Prepare concise written summaries of project achievements in a timely fashion
8. Develops and maintains strong collaborative project-specific working relationships with officials in the Ministry of Family Welfare, state and district health authorities engaged in improving MNH services in India
9. Directs project team in Dehli and state offices including managing optimal use of the human, material and financial resources
10. Maintains a strong financial system ensuring adequate controls, and compliance with all IntraHealth, donor, and Government of India laws, rules policies, and regulations
11. Supervises the preparation and submission of all financial and other reporting requirements
12. Model the values of IntraHealth; respect, integrity and excellence.

Qualifications

Educational Qualifications and Competencies:
- Medical degree (MD) with specialization in ob/gyn or pediatrician preferred; master’s of public health highly desirable.
- At least ten years experience managing MNH programs in India, in progressive leadership positions.
- Demonstrated skills and an effective track record in strategic visioning, leadership, facilitation, networking and problem-solving.
- Demonstrated ability leading and managing highly effective teams.
- Demonstrated ability to deliver high quality MNH results.
- Demonstrated experience working internationally and/or regionally in South Asia in public health or related field
- Excellent demonstration of writing skills
- Excellent interpersonal and communication skills.
- Excellent verbal and written English required; Verbal skills in Hindi preferred
- Limited travel will be required within India and possibly internationally.
