Arbeiter-Samariter-Bund, Deutschland e.V. (ASB) is the Worker’s Samaritan Federation of Germany. ASB has more than one million registered members and provides humanitarian assistance in more than 13 countries around the world. ASB is a registered INGO (FL-80106) and has been working in Sri Lanka since 2003. ASB currently has projects throughout the country including Hambantota, Matara, Negombo, Colombo and the Northern and Eastern Provinces.

Project Manager “Housing Support to Long-Term Conflict Affected IDPs in Sri Lanka”
Background
Since the late 1970s, thousands of persons have been internally displaced within Sri Lanka. Recently, several of these displaced families were permanently resettled in the Vavuniya District, and await permanent housing that meets the standards of the Government of Sri Lanka. The project aims to meet this need by providing permanent houses through an owner-driven approach.
The project is funded by the European Commission.
Duty Station – Vavuniya.
Duties and Responsibilities
The project manager is responsible for the construction of at least 3,231 permanent housing units across 3 Divisional Secretary (DS) Divisions in the Vavuniya District. The implementation modality is owner-driven. In addition to housing construction, the project manager ultimately is responsible for all project-related financial and administrative issues including timely procurement and logistics, liaising with government counterparts, the donor and other key stakeholders in implementation, technical assessments of pre-existing structures, all donor and internal reporting including monitoring and evaluation, community mobilization, the communication strategy with beneficiaries, overseeing construction training of beneficiaries and local craftsmen, addressing beneficiary grievances, and other issues as they arise so that the project is delivered within the budget and the stipulated timeframe.
Qualifications and experience
Tertiary qualified in civil engineering or a related field (a master’s degree is preferred) with extensive relevant experience. (At least 8 years of working in a developing country, with experience in a conflict-affected environment is a plus), the successful candidate will demonstrate a strong track record fulfilling similar roles. The following competencies / experience are essential:
- Extensive management experience and the ability to build good working relationships with staff and partners.
- Demonstrable experience of successfully completing owner-driven or community-driven housing projects (in your cover letter you must outline your methodological strategy for community mobilization)
- Experience and ability to work in a high security environment
- Awareness of Sri Lanka’s social and political context and experience in dealing with new and ongoing challenges
- Organized and detail oriented with an ability to multi-task
- Fluency in written and spoken English (proficiency in German as well as the local Tamil language is an advantage)
- Familiarity with financial and narrative European Commission reporting formats
- Evidence of implementing principles with ‘do no harm’ approach is an advantage
