POSITION Desk Officer

LOCATION Bergamo

DURATION 1 year, renewable

REQUIRED COMPETENCIES

HQs working experience in Italy in a similar position
5 years experience in humanitarian programme coordination

Knowledge of main national and international donors' rules (Italian MFA, UE, UN)
Elaboration and management of projects' budgetReporting skills (according to donors' rules)

Ability to work with the other sectors of the Organization: administration, fund raising team and communication area
Good capability in dealing with public and/or private Institutions

Pro-active in identifying new donors

Perfect knowledge of the Italian language (Italian will be the working language)
Perfect knowledge of the English language
Perfect knowledge of the French language

Computer literate (word, excel, power point, e-mailing and internet)

DESIRABLE COMPETENCIES

Project writing skills

Overseas experience in emergency and development projects managementWORK CONTEXTCesvi Project Unit is composed of Desk Officers responsible for the management of different geographical areas operated by Cesvi.
Activities range from the detection of needs in developing countries to feasibility studies for new possible interventions, from the management of on-going projects to the management of humanitarian emergency.

JOB DESCRIPTION
The collaboration will start in November 2009
The duty station will be Bergamo (Italy)

The person will respond to the Projects Unit Head

Main tasks:
- Definition, implementation and evaluation of strategies for the assigned geographical area (according to Project Unit's overall policy)
- Identification of needs in order to draw up, present and promote new projects (in accordance with donors' required deadlines and procedures)
- Follow-up of the entire cycle of preliminary investigation on presented projects
- Definition of expatriates' recruiting, training and employment in coordination with the HR Unit
- Management of the expatriates' team and provision of operational support -- Monitoring of projects implementation
- Monitoring of compliance with donors' and HQs' administration procedures
- Overall supervision of project budgets in collaboration with Country Coordinators and/or Project Managers
- Management of relationships with donors, projects' beneficiaries and local delegations in coordination with the expatriate staff
