Altai Consulting is currently recruiting an experienced Public Finance Consultant (National) for a short term assignment in Afghanistan.
Description of Duties and Responsibilities
The Consultant will work within the Altai Consulting - Aid & Development branch, on a research focusing on public service delivery and funding mechanisms in sub national government institutions in a number of pilot districts and provinces.
Within the team assigned to the research, and in coordination with the senior public finance consultant (international), the national consultant will:
- Identify and map out current government financial management tools and mechanisms supporting the provincial and district institutions;
- Map out the institutional actors involved at the district and provincial levels in selected pilot areas;
- Manage and organize field research in six districts in the southern provinces, with Altai local contacts and networks;
- Develop a simple methodology to extract relevant information about public service delivery and funding/budgeting mechanisms used by local authorities;
- Analyze the data from the field research, and integrate it with information and observations made at the central level;
- Produce analytical reports and presentations, with relevant strategic recommendations;
The above tasks will be performed through desk and field work in Kabul and in selected districts in the provinces in the South and Southeastern regions of Afghanistan. Whenever possible, and depending on security conditions, the national consultant will, alternatively, visit some of the provincial and district offices, pilot the team of local researchers through remote control, or bring selected district officials to the provincial centers to interview them.
Requirements
- A university degree in Public Finance Management;
- A minimum of 8 years of professional experience, including in Afghanistan, ideally a mix of assignments in the public sector and with donors;
- Knowledge of sub national governance issues and challenges in Afghanistan;
- Proven ability in carrying out project planning exercises as well as auditing and evaluation of financial systems;
- Demonstrated analytical skills;
- Good written and spoken communication skills in English – both Farsi and Pashtoun required;
- Self-organisational abilities with a good level of computer proficiency;
- A mature and independent personality with strong interpersonal, team-playing and networking skills;
- Willing to travel frequently to selected provincial areas.
