RAPID ASSESMENT OF TRAFFICKING IN PERSONS FROM THE HORN OF AFRICA TO YEMEN

1.0 Background Information

Yemen forms part of an ancient migration route which links the unstable, poor Horn of Africa with the oil-rich Gulf countries. The perilous journey across the Gulf of Aden to Yemen and beyond is undertaken by tens of thousands of migrants every year, risking extortion, robbery, rape and even death, in search of a better life. Smuggling networks flourish amidst the lack of law and order in the Horn and Yemen, with Yemen serving as both a transit and destination country for smuggling and human trafficking. From 2006 to 2007 the number of known new arrivals increased from 22,000 to 26,000; in 2008 the numbers reached an alarming 50,000, of which more than 1000 drowned as they were thrown overboard by smugglers or forced to disembark too far from the shore. In 2009 the trend of growing mixed migration flows has continued, with 70,000 new arrivals expected by the end of this year. As the numbers of mixed migrants arriving in Yemen and travelling via Yemen continue to grow, increasing numbers of them are at risk of being trafficked. In addition, organizations working with migrants arriving in Yemen are increasingly experiencing suspected Victims of Trafficking (VoTs). To address this alarming phenomenon and the needs of this vulnerable population IOM, under the component of the Mixed Migration Program, intends to develop comprehensive strategies and action plans to reduce the risk of trafficking faced by mixed migrants in the region.

A rapid assessment is vital to gain an in depth understanding of the dynamics, as well as the extent of human trafficking in Yemen. The results of the assessment will serve as a baseline from which the regional response to trafficking will be developed. Hence the rapid assessment will focus on the main patterns of human trafficking in Yemen, such as patterns of recruitment for different groups of migrants, means of control, and forms and types of exploitation. One of the outcomes of this assessment should be a description of the “typical stories” of VoTs, which would help to shape future projects to prevent trafficking, as well as to identify and assist VoTs.

2.0 Project Timeline:

Two months

Two weeks for preparation; one month for field work; and the last two weeks for reporting.

3.0 Job Description

Under the overall supervision of the IOM Regional Representative and under the direct supervision of the Chief of Mission in Yemen, the Consultant will develop research tools to assess the country-specific trafficking situation and conditions in Yemen (national situation). This assessment will especially focus on, but not be limited to, the migrants who are at risk of being trafficked as they travel from Somalia and Ethiopia to Yemen.

Assessment of the National Situation

- Collecting evidence and reliable data on trafficking cases, to confirm the existence of trafficking in persons in Yemen.

- Investigating the profile of VoTs (ethnicity/nationality, age group, sex, condition of being trafficked) and vulnerable groups at a high risk of being trafficked.

- Interviewing the VoTs, if possible.

- Investigating the trafficking route (entry point, transit route, internal/international destinations).

- Investigating the perpetrators’ profile (ethnicity/nationality, age group, sex, role in the trafficking process) as well as the trafficking methods and mechanisms.

4.0 Methodology

4.1 Interviews with stakeholders (Governmental agencies, local/international NGOs, International Organizations).

4.2 Interviews with Victims of Trafficking, if possible.

4.3 Collecting and processing qualitative data of VoTs, if obtained.

4.4 Making use of existing databases created by UNHCR, DRC, InterSOS, Adra, SHS, CSSW and other NGO/IGOs or agencies working in the field.

4.5 Field trip visits (Governorates of Aden and Lahj), if the security situation permits.

5.0 Deliverables:

5.1 Submission of a work plan
5.2 Development of the assessment tools
5.3 Submission of the final report

6.0 Desirable Qualifications:

6.1 University degree (Masters or equivalent) in public policy or administration, social or political science, law or another relevant field;

6.2 A minimum of 5 years relevant research and/or investigative experience;

6.3 Knowledge of Human Trafficking is a must; knowledge of the Horn Africa and Yemen will be considered an advantage;

6.4 Thorough knowledge and skills of data processing; use of computer software for the analysis of qualitative data (STATA, SPSS);

6.5 Ability to work effectively and deliver under pressure and strict deadlines;

6.6 IOM functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, strong team player and cross cultural facilitator;

6.7 Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook);

6.8 Excellent command of spoken and written English is a must; Arabic language skills will be considered an advantage
