As part of the state senior management team, ensure the successful operation of the MDTF-funded Umbrella Program for Health Systems Development in Jonglei for IMA World Health. Provide leadership for the state team under the Team Leader and assist in the strategic planning and decisions for the team in building a decentralized county health system for Upper NileJonglei. As part of the state team, provide leadership in partnering the state health management team to the state ministry of health at all levels. Responsible for the overall Monitoring and Evaluation portfolio for the project and for direct supervision of the Mentoring Deputy Team Leader.

As part of the senior state management team, provide leadership in choosing appropriate counties for initial and subsequent development of the health system in Jonglei, coordinating sub-contracting of the county work to the most appropriate organizations and providing overall technical assistance. As part of the core team to support the State MOH in Jonglei, provide technical assistance to the State MOH on matters of primary health care as needed. Pursue opportunities to mentor counterparts within the State MOH on these functions. Establish and maintain an effective Monitoring and Evaluation system for the project and ensure that regular analysis is utilized by the senior state management team in planning and budgeting. Directly supervise the Mentoring Deputy Team Leaders to ensure their fullest participation in the project with an aim towards long-term sustainability. Assist the senior management team in managing grant/project budget within approved spending levels and ensure accurate and timely financial reports to donor and support office staff. Liaise with host government officials, project partners and other organizations as appropriate.

Qualifications (Required):

1. Recognized degree in Medicine and/or advanced training in Public Health and management.

2. Minimum 5 years of overall experience in the development of health service delivery and the management of health systems, emphasizing the revitalization of primary health care systems in rural areas and communities in developing countries.

3. At least 3 years of experience in a program management position with responsibility for improving the results of the public health services.

4. Demonstrated ability to work with ministries of health, local health staff, and local officials to implement improvements in health care.
